3. State Level: –Each party has 50 state committees –Focus on electing candidates to state offices: governor, attorney general, state legislators

4. Local Level: –Consists of numerous city, town, and county committees –Each city/county is divided into precincts The precinct captain organizes volunteers to help with the campaigns and on election day –Counties have committees headed by a county chairperson

5. Higher level party leaders rely on local leaders to build the party –Local leaders get to know the issues in their communities
