Neutrality Acts – 1930’s laws designed to keep the United States out of future war. Cash and Carry – World War II policy requiring nations at war to pay cash for all nonmilitary goods and to be responsible for transporting the goods from the United States. Lend Lease Act – 1941 law that authorized the President to aid any nation whose defense he believed was vital to national security. Atlantic Charter – Agreement signed by President Franklin and Prime Minister Churchill in 1941 outlining the two nations’ aims for WWII.

From 1935 – 1939 four neutrality acts were established by the U.S. Main Goal: Attempt to make sure that the U.S. does not get sucked into another war.

What did they say? ◦ 1.) In times of war, the U.S. will not sell military items to either side. ◦ 2.) The U.S. could sell non-military items to either side during war, but the U.S. would not deliver the goods and the good must be paid for in cash(Cash and Carry).

War begins in 1939 F.D.R. immediately announces neutrality. ◦ He believed that our national security was not at risk. ◦ However, most Americans believe that Germany was in the wrong. ◦ Therefore, F.D.R. asks congress to modify the Neutrality Acts U.S. could sell non - military items only to the allies(Still Cash and Carry)

1940 – Things begin to change. ◦ By the summer of 1940, most of Europe had fallen to Germany except for Great Britain. ◦ The fall of France made Americans believe that Adolf Hitler was a threat to American National Security.

Lend-Lease Act ◦ Goal: The United States will lend or lease any military items to the allies. ◦ This ended the United States long term policy of Neutrality. ◦ 50.1 billion dollars worth of supplies were shipped. This is equivalent to 656 billion dollars today.

Atlantic Charter ◦ Signed in August 1941 between the U.S. and G.B. ◦ Main Goal: Defeat Nazi Germany and promote freedom/democracy around the world. ◦ However, The U.S. still does not declare war on Japan and Germany until after Pearl Harbor.
