2 EU Member States: Austria, Bulgaria, Greece, Hungary, Italy, Slovakia, Slovenia, Romania Non-EU-member States: Albania, Bosnia- Herzegovina, Croatia, former Yugoslav Republic of Macedonia, Serbia, Montenegro, Republic of Moldova, Ukraine (Italy and Ukraine do not participate with their whole territory) The SEE programme area 2007-13

3 Draft regulations (to be finalised in October 2013) – strong alignment with EU2020 (smart, sustainable and inclusive EU) – specific regulation for ETC – supporting ETC and Macro-regional strategies of EU (DANUBE Strategy, Adriatic-Ionian Strategy) Synergies between programmes to be promoted Simplification incl. greater harmonisation of rules Thematic concentration – limited no. of thematic objectives (4/11) Territorial co-operation 2014-2020

4 Programme strategies have to include: General Objective addressed through Thematic Objectives pre-defined at EU level & translated into Programme-specific Priority Axes broken down into Programme’s Specific Objectives reflecting Investment Priorities pre- defined at EU level leading to Transnational/CBC/Mainstream programme topics to be funded Building programme strategies

5 THEMATIC OBJECTIVES ERDF INVESTMENT PRIORITIES (5) promoting climate change adaptation, risk prevention and management (a) supporting dedicated investment for adaptation to climate change; (b) promoting investment to address specific risks, ensuring disaster resilience and developing disaster management systems; (6) protecting the environment and promoting resource efficiency (a) addressing the significant needs for investment in the waste sector to meet the requirements of the environmental acquis; (b) addressing the significant needs for investment in the water sector to meet the requirements of the environmental acquis; (c) protecting, promoting and developing cultural heritage; (d) protecting biodiversity, soil protection and promoting ecosystem services including NATURA 2000 and green infrastructures; (e) action to improve the urban environment, including regeneration of brownfield sites and reduction of air pollution; (7) promoting sustainable transport and removing bottlenecks in key network infrastructures (a) supporting a multimodal Single European Transport Area by investing in the Trans-European Transport Network (TEN-T) network (b) enhancing regional mobility through connecting secondary and tertiary nodes to TEN-T infrastructure; (c) developing environment-friendly and low-carbon transport systems and promoting sustainable urban mobility; (d) developing comprehensive, high quality and interoperable railway system; Thematic objectives Investment Priorities

8 (4) supporting the shift towards a low-carbon economy in all sectors (a) promoting the production and distribution of renewable energy sources; (b) promoting energy efficiency and renewable energy use in SMEs; (c) supporting energy efficiency and renewable energy use in public infrastructures and in the housing sector; (d) developing smart distribution systems at low voltage levels; (e) promoting low-carbon strategies for urban areas; Thematic objectives Investment Priorities

11 DANUBE PROGRAMME 2014 - 2020 Partner countries/regions: Austria, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Baden-Württemberg and Bayern (Germany), Hungary, the Republic of Moldova, Montenegro, Romania, Serbia, Slovakia, Slovenia, Chernivetska Oblast, Ivano-Frankiviska Oblast, Zakarpatska Oblast, Odessa Oblast (Ukraine). Programming Task Force established in February 2013 –committee of representatives from all Danube Partner States –develop Danube Operational Programme (OP) –facilitate dialogues with relevant stakeholders and of linkages with national consultations –take decisions on consensus 4 TF meetings held so far: –links between Danube Programme and Danube Strategy discussed –first discussion on Thematic Objectives –ONEP (Office for National Economic Planning of Hungary) designated as future Managing Authority Tendering OP + Ex-Ante Evaluation preparation New „transnational” programmes

12 SOUTH EAST GATEWAY / ADRIATIC – IONIAN PROGRAMME 2014 - 2020 Geographic scope – still under debate : The EU COMM proposal: the Austria, Cyprus, Greece, Italy, Malta, Slovenia, Croatia, FYROM, Albania, Bosnia an Herzegovina, Montenegro Serbia. Additionally, the Republic of Bulgaria, Hungary and the Republic of Romania have expressed their wish to participate to the Programme. Programming Task Force established Call for selecting future Managing Authority New „transnational” programmes

14 „Mainstream” programmes At national level, Operational Programmes in the themes of: Transport infrastructure (ERDF), Econmic developmet (ERDF) regional development (ERDF), rural development (EAFRD)

15 Q&A Why to join these processes? For creating the preconditions for implementing actions defined in our Action Plans and feasibility studies For extending the awareness about ICT and other EuroVelo routes as effective tools for developing the local economy (or something else) in a territorial approach Whom to talk to? Join public consultation and partnership processes of OP drafting Key programme stakeholders at regional and national level - transport, environment, rural and regional development Future managing authorities, Monitoring Committee members. What should be the main arguments? Sustainability is highly stressed by European institutions and will be evaluated during OP preparation by ex-ante evaluators and EC services – sustainable transport is a key issue of the next period !!! Support for tourism is only possible through thematic priority ‚6c’ that is through development of cultural and natural heritage
