20 In-house methods were not considered. Although the Department employs four attorney/trainers, these employees are teaching various ongoing classes to the Department’s law enforcement and law enforcement telecommunication students on a permanent, full- time basis. Instructors from other areas in the Department are not qualified in this field since the major requirement for Moot Court instructor is to be licensed to practice law in the Commonwealth of Kentucky. Additionally, the Moot Court instruction is one class out of an entire curriculum of law enforcement training offered at the Department and the hiring of permanent, full-time staff for one class would not be cost effective. * * This is a very good description but it is MUCH too long ! 20

23  EV 758 16*0000 An RFP (758 16*9999) was placed on the Commonwealth's website. The vendor submitted the highest evaluated proposal and was awarded the contract.  Federal grant funds were advertised, vendor’s application was reviewed and ranked by a selection committee and approved for funding. 23

24  Vendor is a 501(c)3 non-profit with ability and resources to perform required service efficiently and effectively.  MOA to distribute funds to entities named in KRS 11:111  MOA with state university uniquely qualified to perform the required service. Other state universities were considered but none had sufficient resources. 24
