Objectives of the Declaration Process To gather information from agencies to support Actuarial Activity To gain a better understanding of the activities and operations of Agencies in order to understand their risk exposures To gather information to inform the purchase of Reinsurance from the international market.

General Milestone Dates Information Collection Declaration Information Confirmation by 18 October, 2013 Declaration Forms sent to Agencies on 21 October, 2013 Declaration Forms due back to Claims Managers by 28 November, 2014 Information Checking with Agencies to 14 December 2014 Calculation Target Premium Calculated by 2 February, 2015 Target Premium provided to Treasury for the Budget by 9 February, 2015 Deposit Contribution Calculated by 23 March, 2015 Deposit Contribution Sign off process by 27 March, 2015

Consequences of Non Compliance Declarations Forms must be filled out: – Accurately – Consistently – On Time The consequences of non compliance is a surcharge of 10% on top of the agencies contribution value. This non compliance will be reported to the Agency CFO and Principal Department CFO.

Workers Compensation Target Contribution Methodology TARGET PREMIUM The amount of premium required to cover total expected cost in relation to all of the claims which occur in a fund year for a given pool. What Constitutes a Split or Merger? The transfer of staff to another agency within the TMF (split), or The absorption of staff from another agency within the TMF (merge)

Types of Structural Change Born from a Split (BS) Split (S) Split and Died (SD) Merge (M) Split and Merge (SM) Die (D)

Born from a Split (BS) for a new agency entering the TMF and staff have come from one or more existing TMF agency
