Call 3 Thanks to Arian Zwegers DG CONNECT

CALL 3 / PHASE 3 16 May - 10 Dec 2013 - BUDGET €130 M Expansion of Use Cases: Up to 20 projects €100 M total, 2 years Prepare now!

PHASE 3 OF THE FI-PPP: EXPANSION 1. to provide and run a stable infrastructure for the large scale trials, expand the core platform, the use case specific functionalities… 2. to involve through open calls SMEs and web- entrepreneurs as developers of highly innovative, infrastructure based, data-rich services and applications, building on, and extending, the large scale trials and the core platform functionalities. The third phase is an integral part of the FI-PPP and capitalises on the investments and developments of phases one and two.

DRAFT WORK PROGRAMME Up to 20 CP-CSAs, with a priority given to maximise the geographic and/or sectorial coverage. At least 80% of the project budget should be reserved for open calls for SMEs and web- entrepreneurs. SMEs and web entrepreneurs that are successful in the open calls will be granted financial assistance which is typically in the order of EUR 50.000-150.000

Intelligence on call 3 Response to the Interim Assessment 21 st Nov 2012 Recommendations concern the role of PPPs in Horizon 2020, the role of the participants in the FI-PPP and the role of the Commission in the FI-PPP

Recommendations 1 R8: reaching the market - need to bring the results of the FI- PPP to the market and create ‘sustainable impact’ R9: engage with a wider community - participants in the FI- PPP should pro-actively engage with a wider community – use cases should engage with ‘added-value service suppliers’ R11: market take-up (again!) greater effort should be made in future phases to achieve market take up…industrial partners should be stimulated to launch innovative business solutions. Industry partners should involve their existing ecosystem or SME partners to develop Future Internet solutions to the market

Recommendations 2 R11: Dialogue with potential partners - The Commission will seek an active dialogue with some industrial participants that have ecosystems of SME partners – these industrial participants will be prime candidates for phase 3… R12: Intermediaries in call 3 - The main role in Phase 3 is for intermediaries who will organise the open calls. These intermediaries are expected to connect to existing communities of innovative ICT developers and bring together partners providing a full ecosystem to involve SMEs, web-entrepreneurs, industrial associations, regional development agencies (LEPs? In England) and public sector associations. R12: Industry and regions - Dissemination of call 3 will target organisations such as industrial associations, regional development agencies and companies with SME ecosystems

Recommendations 3 R13: Engage the innovative SME community better pro-active planning needs to start now… R13: Designing rules - Commission contact with industrial participants with ecosystems and regional development agencies will be formalised in 2013 in a small working group. This will clarify the requirements for a successful phase 3 – e.g. defining rules for open calls and contract templates… R14: Coordination - The basis of FI-PPP is that the Future Internet is a market in which coordination between users and suppliers could be critical…

THREE TIER APPROACH

THIRD PARTY REGIONS

THIRD PARTY REGIONS IN CONCORD Eindhoven (NL) Bremen (DE) Provence-Alpes-Côte d’Azur (FR) West Midlands (UK)

THIRD PARTY REGIONS – Organise a regional road show prior to phase three of the FI-PPP programme Bringing together representatives from public and private spheres to inform them of the future opportunity within the FI-PPP programme. – Exploitation Set up a local FI Task Force, a sustainable platform, which brings together those actors who are mobilized and engaged in the project implementation (users, developers, providers from public and private sphere, researchers), via a named regional contact point. – User and SME Engagement Through close links to the local private sector community, the supporting region will mobilize ICT and other “outsiders but potential FI user SMEs” for project purposes.
