Whereas a traditional needs assessment:SHWEC decided to: Defines needs as one-dimensional gaps to be filled Define needs as multi-dimensional opportunities to be engaged Because ideal states were impossible and unethical to define Examines context only after needs are defined Examine context in order to define needs To let stakeholders define needs and to respect complexity Attempts to identify both conscious and unconscious needs Limit only to conscious needs To let stakeholders define needs and indicate areas more likely to be received Does not collect data on organizational strengths and weaknesses Collect data on organizational strengths and weaknesses To ground our views in reality and in stakeholder values Prioritizes needs based on size of gap, and perhaps other criteria Prioritize needs based on the fit between organization and opportunity As indicated by Feasibility, Center Coherence, Likely Impact, and Staff Interest
