2 National Focus on Teacher Effectiveness and Evaluation Teacher effectiveness is the single most important school-related factor affecting student learning.

3 Vision Highly effective teachers and leaders make a difference in student achievement. By combining data on instructional and leadership practices with student growth data we can more effectively measure a positive change in student achievement.

4 The SEEC project provides resources for participating schools in the implementation of district instructional support and human capital management systems (HCMS). SEEC is supported by Teacher Incentive Fund (TIF) grant dollars.

6 Human Capital Management System (HCMS) An HCMS is defined as "a system by which a local educational agency makes and implements human capital decisions, such as decisions on recruitment, hiring, placement, retention, dismissal, compensation, professional development, professional services contract, and promotion.” Simply stated, a HCMS is how we effectively measure and manage people. 19 Evaluation Each teacher is evaluated multiple times a year, during formal and informal observations by trained and certified evaluators using a research- based evaluation tool. SEEC will focus on improving inter-rater reliability, accuracy, and feedback. Teachers are also evaluated using student growth data by an approved state model.

20 Professional Learning SEEC provides teachers with a system of professional learning that is on-going, job-embedded, collaborative, student-centered, and led by a school- based Teacher Support Colleague. SEEC professional learning combines the findings of teacher evaluations and value-added data to guide group and individualized targeted training to support student growth and increase teacher effectiveness.

21 Performance Based Compensation (PBC) A Performance Based Compensation system will be developed to reward excellent teachers based on evaluations and student growth.

22 Frequently Asked Questions (FAQ) Q: What is the difference between TIF and SEEC? A: TIF, the Teacher Incentive Fund is a federal program that provides awardees with money to help develop a performance based compensation program; SEEC is the project that is managed by NEFEC.

A: Participation in professional development during the school year is an expectation and may be part of your district’s designated professional development plan/requirement based on the strong relationship between teacher professional learning and student achievement.

27 FAQ Q: Why is my district participating in this? A: SEEC provides districts with an opportunity to provide professional development for teachers in many important areas such as transitioning to the Florida Standards, using interim/formative assessments, and effective instructional practices.

28 FAQ Q: Why should I participate in this grant? A: The goal of the grant is to increase student achievement. SEEC provides professional development to help you implement Florida Standards, using interim/formative assessments, and effective instructional practices. Additionally, the professional development will assist in aligning your district’s professional development to the state expectations for professional development systems and protocol.
