27/06/201614 Coordination by WMO RAIV – Hurricane Committee RSMC – Miami (NOAA): Hurricane centre CMO – regional weather radar project, WMO/Finland SIDS Caribbean project, coordination of early warnings CIMH – regional training facility for experts Cuba – Demonstration of world wide best practices on disaster preparedness ACS – Special Committee on Natural Disasters CDEMA – Provision of Comprehensive Disaster management Caribbean preparedness already at a high level 2. Need for capacity building in the Caribbean

27/06/201615 Legislative: Clear mandate for NMHSs and Civil protection agencies to provide authoritative services and warnings Financial: Understanding the value of hydro- meteorological services to the society Technical and operational: improve tools to predict and monitor extreme events Multi agency co-operation: Integration of MHEWSs as an integral part of disaster risk reduction strategies from regional to local level. Institutional: Need for QMSs Challenges remaining globally 2. Need for capacity building in the Caribbean
16
27/06/201616 Conclusion from WMO MHEWS-DRR Workshop in Costa Rica, March 2010: Capacity building is required in all components of the MHEWS - DRR process In hazard detection Monitoring and forecasting Incorporation of risk information in emergency planning and warnings Delivery of authoritative warnings Emergency planning and preparedness 2. Need for capacity building in the Caribbean

Helping ACS to build its capacity Saint-Marc Action Plan, 2007: Strengthen its role as the principal forum in the Greater Caribbean for the exchange of experiences, lessons learnt and best practices in the development of national and regional coordination mechanisms. (ref. Action point 1.) Improved formulation of policies and strengthening of networks among disaster risk experts, technical and scientific specialists, planners and other stakeholders. (8.) Contribute to the strengthening regional capacity of communities to improve the early warning systems in the region. (16.) Helping ACS to build its capacity 27/06/201617

to engage the media and communication technology, educational activities aimed at increasing knowledge about disaster risk reduction and strengthening early- warning systems. (17.) mobilization of resources, from the international donor community (24.) expand the network of international and regional bodies for consultation, cooperation and concerted action (25.) 27/06/201618 Saint-Marc Action Plan, 2007 (cont’d): Helping ACS to build its capacity
