Strengthening Risk Analysis in the LAC Region The Vision Obtaining Regional and Country-specific risk profiling (Indicators based on needs and data availability) Risk analysis tools to support mainstreaming disaster risk management (Risk informed programming) The Risk concept as a catalyst for reinforcing the humanitarian and development links (Risk=vulnerability, Capacity and hazards exposure). Compatible and standardized open database platform for risk analysis.

Plan of Action Road Map - Two streams: Regional: LAC regional Risk database tool and technical expert group to follow up on Risk (three dimensional) by trends and changes, directing assistance. –Multi sectorial database (based in OCHA/ REDLAC) –Sector specific database (Nutrition GRIN) –Optional sub-region database based in multi-country fora Country: Adapting the INFORM to a national risk analysis database as a tool to facilitate a multi-sectorial risk informed programming with equity lens. –Phase 1: Pilot Colombia (General and child-centered databases). –Phase 2: Roll out INFORM database to additional interested countries. Assuring coordination and synergies with global platform with new developments and emerging issues from and to the region

Initial Assumptions Combine multi-hazard and multi-sector vulnerability and capacity indicators Includes socio-economic inequalities Could support other analysis exercises at regional, sub regional and national levels Country-specific risk profiling through the selection of indicators that take into account local hazards and vulnerability and capacity conditions Greater flexibility in indicator selection based on local data availability Higher resolution - risk mapping / profiles at province or local levels (admin levels 2 & 3).

Promoting the INFORM risk analysis tool in the LAC region: 1.Developing a Regional Sectorial Nutrition INFORM database – GRIN. 2. Adapting the INFORM tool to national database - The case of Colombia.

6 Nutrition Resilience The Grupo de Resiliencia Integrada de Nutricion (GRIN) – LAC developed matrix, intended to: Help develop a common understanding of Nutrition in Emergency (NiE) specific needs; Develop a standardized definition of NiE minimum preparedness and response capacity at the national and regional level; Define a baseline on which to monitor progress rather a true representation of reality in each country; Guide prioritization of resilience building areas Improve the quality of nutrition data; Facilitate south-south collaboration and knowledge exchange to improve efficiency and effectiveness; and Be a simple tool based on the global INFORM dataset with sufficient NiE specificity.

7 What does the GRIN-LAC matrix cover? 33 countries in the Latin America and Caribbean region. The model combines the values from the 3 dimensions of the INFORM model (hazards and exposure, vulnerability and lack of coping capacity) with 12 nutrition-specific indicators. The unmodified INFORM scores are given 60% of the total result weight while the additional Nutrition indicators with 40% of the weight are grouped under the vulnerability and capacity categories. Each indicator has a different weight and 4 different degrees of severity and the main results is to have a country in one of the four groups. Currently under validation to be completed by May 2016.

The 5 step approach to adopt INFORM in Colombia Getting to know (and promoting) INFORM amongst key stakeholders Agreeing on the most suitable methodology to adapt INFORM to the specificity of the country and the population under analysis Testing, testing, testing… Getting results and translating them into practical language Addressing the issues of usability, sustainability and relevance

Colombia - Lessons Learned 1.Joint work (Gov, OCHA and UNICEF) is critical. CO, RO and HQ. 2.Government commitment is a requisite and possible if official data resources are acknowledged and critical programming is informed and involved. 3.The importance of the work process. Inclusive involvement (national, civil society and humanitarian and development community). 14

New Challenges- Country Perspective Who is the ultimate 'owner' of this model amonf national entities? What decision making processes will it support? What is the coordination mechanism with national partners - HCT, IMWG, other? Sustainability Plan Endorsement of INFORM by ICBF (a technical and political process) INFORM is already informing local development plans INFORM can be a part of the strategic plan of the aid system to support risk management in Colombia 15
