Shay’s rebellion Massachusetts in 1787 Government raised taxes Fell on farmers and especially poor farmers Daniel Shay and 1200 farmers intend to seize weapons at a state arsenal –State knew intention and had 4,000 guards waiting arrival –4 farmers died –spread fear

What to do? How to fix the government? Division starts nationalists/Federalists- stronger centralized government –ex) George Washington, John Adams, Ben Franklin, Alexander Hamilton –& Madison (leader in Virginia)

Alexander Hamilton (NY) calls people to gather and revise the Articles of Confederation known as Constitutional convention in Philadelphia 55 people attended –7 were governors –8 had signed the Declaration of Independence –39 had been members of the Confederation Congress

delegates chose George Washington (VA) to lead discussion came up with 2 plans Virginia Plan and New Jersey Plan –VA plan helped big states –NJ plan helped smaller states
