13 Active persuasion, 2007 Persuasion over pressure! Hu Jintao in Khartoum: 1) respect for Sudan’s sovereignty, territorial integrity 2) conflict should be resolved via dialogue and negotiating as equals 3) AU and UN should play a constructive part in the peacekeeping process 4) stability, and the living standards of the Sudanese people in the Darfur region should be improved. 14 Positive feedback The Chinese have been largely supportive of our (US/Western) efforts to resolve the Darfur situation through peaceful means and have been publicly encouraging Khartoum to allow AU and UN peacekeepers into Darfur. 17 African Union – China’s cooperation partner Integration, development, and maintain continental peace and security – even possibly intervene in special cases Peace and Security Council (article 7  peacekeeping missions) 100 million USD from China  development of standby forces (APSA and Peace Fund) Aid vs independence?
