15 Spread Sheet To Web Application The First Sports Planning Matrix had 4 Pillars and a simple set of 10 developmental steps. The NF Assessment Tool introduced another Pillar and graded development across 5 Levels. The RAT developed a further 3 pillars and took out the fence sitters by having 4 levels of development. The strength of the RAT is the GAP Analysis.

17 Multi-level login Login at Regional Level (administration) Here the pillars are created and the criteria under each one established with desired levels corresponding to each activity to be undertaken. The issuing of logins to all member NOCs and Regional Sports Federations Login at country level (operational) National Olympic Committee (e.g. PNGNOC) is the governing body whose responsibility it is to engage National Federations to undertake a survey which assesses their current levels of competency under 8 pre-determined pillars. At this level an NOC will be able to view the assessments of all its member National Federations and run comparison tests against activities each federation wishes to engage in.

18 Login Screen Username and password issued by the administrator. This unique ID provides access according to the members it represents. In this case PNGNOC, governs the National Federations (NFs) of PNG. This could also be a Regional Federation (Oceania Football) that would view all NF assessments cross a single sport e.g. football

GOVERNANCE, MANAGEMENT, SPORT ACTIVITY, COMMUNICATION, FINANCE, PHYSICAL RESOURCES, HUMAN RESOURCES, VALUES Each activity has four stages and a point is awarded for each level achieved. i.e. 4 points for stage 4.

25 Comparing an Assessment PNG volleyball is being assessed against the Bench Marked Assessment of …. “Attending the Pacific Games”. The aim of this is to firstly establish if the NF has the capacity to undertake the activity and secondly to find out what they need to do to build the capacity.
