7 The review of what employers and learners need from the Maths and English qualifications taken by young people and adults Making maths and English work for all, March 2015

8 Key Themes: Functional Skills are gaining widespread recognition across small and large employers. Employers who know about them like the FS approach i.e. applied skills, flexible assessment, problem solving.

9 Key themes 2 Functional Skills help people to acquire skills that are valued by employers. Otherwise those who have not achieved a good pass at GCSE have no certification of the skills they have acquired.

10 Key Themes 3 If government continues to invest in the literacy and numeracy skills of young people, Functional Skills are a good basis on which to build. However, steps are needed to accelerate employer recognition and further improve the relevance, rigour and value of Functional Skills qualifications.

11 New L2 and L3 qualifications for Maths and English tutors Personal skills Online materials Target : English and Maths, FS to GCSE and vocational tutors

12 Award Development: 70% of units at L2, 30% at Level 3 L2 Awards derived from: GCSE English Language standards and ‘scope of study’ (from Sept 2015) GCSE English Language standards and ‘scope of study’ GCSE Maths subject content and assessment objectives (adopted in post-16 learning by 2017). GCSE Maths subject content and assessment objectives L 3 Awards derived from existing: L 3 Awards for English and Numeracy T eachers
