4 PROGRESSIVISM UNDER TAFT Presidency falls short of supporting progressive reform. Payne-Aldrich Tarriff Act (1909): compromise that slightly lowered tarriff rates. It was controversial because tarriffs were only reduced to some items (such as leather hides), maintained on many items (such as iron and steel) and raised on other goods like (silk and cotton.) Disputing Public Lands Appoints Ballinger as Secretary of Interior Removes 1 million acres of land set aside by T.R. for conservation Republican Party Splits: party divides between conservative Republicans (Taft supporters) and progressive Republicans (T.Roosevelt supporters)
