1 INTERNATIONAL CONFERENCE MIGRANTS AND MUTICULTURAL SOCIETY SEOUL, KOREA, NOVEMBER 10 TO 12, 2008

2 The ICC International Coordinating Committee of National Human Rights Institutions = the international network of all national human rights institutions, a forum for cooperation, coordination and mutual support for NHRIs around the globe. The ICC is a membership-based organization.

3 The ICC Criteria for membership are established by the internationally recognized UN principles relating to the status and functioning of NHRIs, commonly known as the Paris Principles. Categories of membership/accreditation: A, B and C status. Approximately 100 national institutions worldwide; 62 members of the ICC

4 ICC structure ICC Chairperson, ICC Deputy Chairperson. ICC Bureau 4 regions: Americas, Africa, Asia Pacific and Europe OHCHR = ICC Secretariat ICC Geneva Representative

5 ICC functions and activities(1) To promote the establishment and strengthening of NHRIs in conformity with the Paris Principles. To coordinate the activities of NHRIs at an international level

7 The Santa Cruz Conference on Migration International Conference of NHRIs in 2006 on Migration and the role of NHRIs Participants from 68 NHRIs Inclusion of migrants in host societies Trafficking and smuggling Migration, Human Rights and Development Specific migrant groups

8 NHRIs commitments Establish mechanisms to define a concrete plan of action for implementation of the Declaration, Develop and implement within institutions a strategy to address migration processes; Develop plans of action among NHRIs; and Make use of international human rights mechanisms,

9 Follow up activities to Santa Cruz Best practices OHCHR study on NHRI best practices; Regional and interregional activities: The Third Arab European Dialogue on Migration; International Conference and Seoul Guidelines

10 The way forward Dissemination of NHRI research and best practices within NHRI networks and beyond; Streamline migrant issues into ICC thematic work Cross regional partnership programs between NHRIs “Twinning projects”; Support NHRIs interaction with international bodies and mechanisms; ICC advocacy for universal ratification of the CMW;

11 The way forward ICC advocacy for the integration of a human rights based approach on migrants in international deliberations; Strengthen work relations between ICC and OHCHR task force on migration; Strengthen work relations between ICC and treaty bodies and Special Procedures; Establish mechanisms for coordination and follow up; ICC Geneva Representative.
