LFA key experts – who are they? Team Leader Finance Professional Programmatic/M&E expert Pharmaceutical and Supply Management expert for health products depending on portfolio needs additional specialist expertise, e.g. Procurement (non-health), Legal… NEW: Programmatic and M&E role merged 2

To work as LFA key experts have to… 1.Meet minimum requirements as defined by GF (professional experience, qualifications, language competency) 2.Be accountable for LFA deliverables/work performed in specific technical area 3.Be approved by GF 3

1. Minimum requirements Reasons for merging of Programmatic and M&E role: Roles are intrinsically connected ToRs of LFA work requires both Avoid duplications and ensure holistic and consistent reviews of programmatic and M&E grant aspects 4

1. Minimum requirements - cont. Programmatic/M&E Ability to interpret performance results and analyze implications Strong understanding of public health and M&E systems Thorough knowledge of epidemiology and programmatic interventions related to at least one of the three diseases Understanding of dimensions of health service quality and familiarity with reviewing & interpreting national service delivery guidelines Strong interpersonal skills, diplomacy and tact Strong professional oral communication and writing skills; ≥ 7 years relevant experience, language skills & relevant degree 5

2. Accountability LFA expert teams LFA experts are accountable for work performed in specific technical area In addition, it is expected that LFA experts work closely together to provide GF with holistic & comprehensive findings and recommendations −ability to link financial information to programmatic achievements Team Leader is ultimately responsible & accountable for the quality and content of all LFA reports/documents submitted to GF 6

3. Key expert approval process LFA to submit the following to GF LFA Coordination team and FPM: Up-to-date CV Country coverage City/country key LFA expert will be based in (in- country/fly-in) Declaration of the absence of conflict of interest Key expert’s role within the LFA country team 7

Experts covering several countries For NEW experts submit: plan on how the expert’s time will be allocated to cover all countries to ensure timely & quality information to GF For already APPROVED experts submit: above plan explanation of expert’s role in new country LFA team(s) information on relevance of the expert’s qualification/experience specific to the grant/country context In ALL cases: up-to-date declaration of absence of CoI 8

Changing role of LFA team member E.g. promotion from junior to key expert Submit to LFA Coordination team and FPM: up-to-date CV rationale for the proposed change in the role information on relevance of the expert’s qualification/experience to the new role plan on re-allocation of roles between LFA team members due to the change in role of this expert In case of promotions, ensure agreed team structure/balance between junior & key experts is maintained 9

Declaration of absence of CoI In your role as LFA Avoid any actions that risk compromising your objectivity and independence vis-à-vis the Global Fund Fully disclose to GF any potential or real CoI in a timely manner, i.e. before they occur Evaluate realistically each situation and propose effective mitigating measures, where appropriate Anticipate any potential CoI and act upon it immediately Remember Perceived conflicts are just as serious as an actual conflicts Not every potential CoI can be mitigated 10
