Plan for National Science & Technology DevelopmentThe Chinese government has issued a number of key policies, in the past four years, to become an innovation-driven nation by 2020, target of the Plan for National Science & Technology Development adopted in 2005. The Plan implementation is developing sixteen major special S&T projects, focusing on energy issues, pollution reduction, agricultural intensification, local innovation systems with the support of local governments through high tech parks. 12th Five-Year PlanAt the same time the 12th Five-Year Plan sets out guidelines to develop S&T infrastructures at a rapid pace emphasizing S&T as a key growth factor..

7. China invests increasingly in international cooperation with a very strategic focus. International S&T Cooperation Program ISTCPThe International S&T Cooperation Program (ISTCP) was launched by MOST in 2001 and is linked to China's bilateral agreements with other countries. National Natural Science Foundation of ChinaFurther, National Natural Science Foundation of China engages in international cooperation, as do several universities and research organisations such as Chinese Academy of Sciences the Chinese Academy of Sciences. The science and technology agreement signed in 1998 governs the EU/China S&T cooperation ; Its renewal for five more years was endorsed in November 2009 in Nanjing during the EU-China Summit ;

8. EU-China Steering Committee meetings are held once a year. They provide guidelines to RTD cooperation and take stock of its achievements. The last meeting took place in March 2011 in Brussels and decided to create ad hoc EU-China task forces to work together on topics of common concern ( on Food Agriculture, Biotechnologies, and Energy ) CESTYS The meetings review the area of cooperation also in the context of the China-EU Strategic Partnership Scheme (CESTYS) signed in Prague in May 2009. This agreement provides the foundations for the future launch of co-funded research projects.

9. An Administrative Arrangement DG RTD was signed in March 2010 between DG RTD and National Natural Science Foundation of China NSFC the National Natural Science Foundation of China (NSFC) on the possibility to launch joint calls in several scientific areas :. information technologies,. medical sciences,. life sciences,. geosciences and. materials. A joint statement on renewable energy research was signed in December 2010 with the MoST.
