2011-2012 No Child Left Behind Application Title VI, Part B, Subpart 2, Rural and Low-Income School Program Purpose To address the unique needs of rural school divisions that frequently: 1.Lack the personnel and resources needed to compete effectively for federal competitive grants; and 2.Receive formula grant allocations in amounts too small to be effective in meeting their intended purposes.

2011-2012 No Child Left Behind Application Title VI, Part B, Subpart 2 Eligibility A school division is eligible to receive funds if: 1. Twenty (20) percent or more of the children ages 5 through 17 years served by the division are from families with incomes below the poverty line; and 2. All of the schools served by the agency are designated with a locale code* of 6, 7, or 8. * Determined by National Center for Education Statistics (NCES)

2011-2012 No Child Left Behind Application Title VI, Part B, Subpart 2 Use of Funds An eligible school division may use the applicable funds to carry out local activities authorized under any of the following provisions: Teacher Recruitment and retention, including the use of signing bonuses and other financial incentives;

2011-2012 No Child Left Behind Application Title VI, Part B, Subpart 2 (Continued) Professional development for teachers, including programs that train teachers to utilize technology to improve teaching, and to train special needs teachers; Parental involvement activities;

2011-2012 No Child Left Behind Application Title VI, Part B, Subpart 2 (Continued) Activities authorized under Title I, Part A, Improving Basic Programs Operated by Local Education Agencies; Activities authorized under Title II, Part D, Enhancing Education Through Technology; and Activities authorized under Title III, Part A, English Language Acquisition, Language Enhancement, and Academic Achievement Act.

2011-2012 No Child Left Behind Application Title VI, Part B, Subpart 2 Accountability Section 6224(e). Determination Regarding Continuing Participation If after three or more years of participation, the division does not make Adequate Yearly Progress (AYP) as determined by the Virginia Standards of Learning (SOL) Assessment scores in the spring of 2011, it may continue (if eligible) to receive funds under this subpart on a conditional basis.

Title VI, Part B, Subpart 2 Accountability (continued) If the division is receiving Title VI, Part B, Subpart 2, funds on a conditional basis, do not check any of the Use of Funds boxes on page 3.
