Context

What is a Local Plan? At the heart of the planning system Show what is intended to happen in Harborough to 2031, where and when this will occur and how it will be delivered Show, for at least the first 5 years, what infrastructure is required, who is going to fund and provide it Local Plan will need reviewing approx every 5 years

New Local Plan…. Will update the Core Strategy to 2031 Will be based on up-to-date evidence Will comply with national policy Will show we have co-operated with others Will partner Neighbourhood Plans

Housing and employment needs Assessed future development needs (Strategic Housing Market Assessment, Employment Land Assessment) We need to Plan to meet them We need to ensure range of sites to help maintain housing land supply

27 th July: Council - Options consultation paper approved Parish Coffee Time – today! Neighbourhood Plan Group meetings (all groups invited!) – August / September Formal 4 weeks notice to Parish Councils - mid August Timetable leading up to 6 week Options Consultation

Consider Reasonable Alternatives This is the stage we are at Options for distribution of housing and employment development For some issues there are no options

Harborough’s Objectively assessed housing need is 9,500 new dwellings 2011-2031 (475dpa) – we must meet this need! 5,813 of the 9,500 requirement has already been built or committed to Residual requirement is 3,687 dwellings (at 1.4.15) Housing

Set A: Variations on the current Core Strategy distribution Set B: Focus on 1 Strategic Development Area Set C: Focus on 2 Strategic Development Areas 3 Options within each set, giving 9 Options in total Development Options
