COP4 Where and when : Geneva – Geneva International Conference Centre 4-8 May 2009, back to back with ICCM and the World Health Assembly Organization: 5 days 2 day high level ministerial segment– Theme: “Meeting the challenges of a POPs –free future” 1 preparatory day for registration, bureau meeting and regional groups meetings 2

COP4 Organization: From Monday to Friday, the proposed daily schedule for plenary sessions will be 10 a.m.–1 p.m. and 3 p.m.–6 p.m. Monday morning : opening formalities and organizational matters COP will elect officers and, in accordance with the rules of procedure, the newly elected President will begin his or her term of office immediately following the election of officers. The other nine newly elected Vice-Presidents will begin their terms of office immediately after the closure of the meeting. Adoption of the agenda for the meeting, amended as appropriate, and agreement on the organization of work. 3

Things to keep in mind Nominations of delegations must be submitted through official channels (OCP or Ministry of Foreign Affairs) Credentials must be produced by all delegations prior to the commencement of the meeting Information on the meeting as well as meeting documents will be posted on the web as they become available All official documents for the COP will be available on the web in all UN languages by 16 March 2009 4

I ssues at COP4 Decisions which, according to the terms of the Convention, must be taken by the COP 4; Specific exemptions (Article 4, par 7): Decide upon requests for extension of specific exemptions and review and consider extension of the whether to extend the review process for entries in the register of specific exemptions; Evaluate the effectiveness of the Convention (Article 16); Evaluate, in consultation with the World Heath Organization, the continued need for DDT for disease vector control (Annex B, part II, paragraph 6); 7

Issues at COP4 Decisions, on proposals to amend the Convention COP shall consider proposals to amend the Convention to include nine additional chemicals in Annex A, B or C as proposed by Parties to the Convention and as recommended by the POPRC 8

Issues at COP4 Decisions which, according to previous decisions of the COP, must be taken at COP 4 Information Exchange: Consider at a proposal prepared by the Secretariat on the possible role of the clearing house mechanism at the national and regional levels NIPS Consider additional guidance on calculation of action plan costs, incremental and total costs for specific persistent organic pollutants Technical Assistance Endorse the nominated Stockholm Convention centres as Stockholm Convention regional and subregional centers for capacity building and transfer of environmentally sound technologies; Financial resources and mechanism Consider report on the assessment of funding needs for Parties that are developing countries or countries with economies in transition to implement the Convention over the period 2010-2014; adopt the second review the of the financial mechanism of the Convention; Develop and approve procedures for determining non-compliance with the provisions of the Convention and for treatment of Parties found to be in non-compliance; Adopt the draft decision on enhancing cooperation and coordination among the Basel, Rotterdam and Stockholm Conventions prepared by the ad hoc joint working group of the three Convention; 9

Issues at COP4 Decisions which, according to previous decisions of the COP, must be taken at COP 4 Financial resources and mechanism Consider report on the assessment of funding needs for Parties that are developing countries or countries with economies in transition to implement the Convention over the period 2010-2014; adopt the second review the of the financial mechanism of the Convention; Non- compliance Develop and approve procedures for determining non-compliance with the provisions of the Convention and for treatment of Parties found to be in non- compliance; Synergies Adopt the draft decision on enhancing cooperation and coordination among the Basel, Rotterdam and Stockholm Conventions prepared by the ad hoc joint working group of the three Convention; 10

Issues at COP4 Decisions which are required to enable the COP to ensure the timely implementation of the Convention and the successful operation of the COP in future years DDT possible endorsement of the business plan for promoting a global partnership on the development and deployment of alternative products, methods and strategies to DDT for disease vector control; PCBs possible endorsement of the establishment of the PCB Elimination Club; Financial mechanism To decide on any additional guidance to the financial mechanism to the Convention; To adopt its budget for the biennium 2010– 2011; To agree on the dates and venue of its next meeting. 11
