Purpose of this lesson: Students will be able to… ▫Describe Federalism as it applies to the American system of government ▫ Categorize responsibilities into broad categories/topics ▫Determine whether responsibilities are those of the federal government, state governments or both ▫Based on this categorization, place powers into a Venn Diagram Chart

Federalism Definition: The division of power between a national government and state/local governments The Constitution: ▫Defines and limits the power of the national government ▫Defines the relationship between the national government and individual state governments ▫Guarantees the rights of the citizens of the United States

Fill in the “Venn Diagram Planner” with the following responsibilities Collect taxes Build roads and highways, bridges and tunnels Issue licenses permits and certificates Conduct elections Borrow money Print money Take private property for public purposes (with jus compensation) Establish local governments Make treaties and conduct foreign policy Makes laws necessary and proper to carry out these powers Regulate Interstate and International Trade Issue Bonds Ratify amendments to the Constitution Establish courts Make and enforce laws Take measures for public health and safety Establish post offices Charter banks and corporations Spend money for the general welfare Provide and Army & Navy Exert powers the Constitution does not delegate to the national government or prohibit the states from using Amend the Constitution Regulate intrastate (within state) businesses Declare war

Group the responsibilities by category… Category 1 – Financial Category 2 – Political/Legal Category 3 – Public Service Who exercises each of these powers? Place an “X” in the box if the responsibility is a federal power, state power, or both.

Let’s put it all together… Using your Venn Diagram Planner, place the powers/responsibilities in the correct circle. Powers are either: ▫Federal Powers ▫Concurrent (Shared) Powers ▫State Powers (Reserved)
