12. AfDB Current portfolio 12 KEY ISSUES AND CHALLENGES Long duration in fulfilling effectiveness conditions by borrower (6-12 months). Long duration in (i) procuring consultants and (ii) preparation of designs and bidding documents ( avg of 12 months for each activity) Quality of Contractors/consultants Tax Exemptions ( 2- 3 months) Delays by both Implementing Agencies and AfDB Project Implementation Design involving many IA’s with different capacities. Resettlement is a lengthy process especially where there are disputes on land ownership. Conflicts where water resources are being transmitted from a different county.
