® OGP/IPIECA Oil Spill Response Common Operating Picture Project RFI Clarification Telecon 30 September 2013

OGC ® Oil Spill Response COP RFI Clarifications Introduction to IPIECA/OGP Project – Roger Abel, Shell Project Elements – George Percivall, OGC RFI Technical Elements –COP Definition – Keith Fraley, Jeff Arnett, Shell –Geo Information – Doug Ruppert, Resource Data, Inc. –Geo Services – George Clarifications – George Open discussion Next Steps

OGC ® Oil Spill Response COP Project Objective –Develop a recommended practice for a Common Operating Picture (COP) of geo-information for management of oil spill response Project elements 1.Request for Information (RFI) – Responses due 30 October 2.Engineering Workshops – December in UK, January in USA 3.Prepare a Reference Architecture and Feasibility Report, 2014 Project Team –OGP, IPIECA, Resource Data Inc., OGC http://www.opengeospatial.org/projects/initiatives/ogpoilspill

OGC ® RFI for Oil Spill Response COP The RFI seeks recommendations for procedures, technology and open standards that should be considered in a recommended practice. Responses to the RFI should describe technologies that organizations see as feasible in a distributed information environment using open standards RFI milestones –RFI released on 26 August 2013 –RFI Clarification Conference Call, 30 September 2013 –Responses requested by 30 October 2013 RFI includes instructions on preparing a response

OGC ® RFI for Oil Spill Response Common Operating Picture (COP) 4.1 Introduction 4.2 OSR Enterprise Viewpoint –Deepwater Horizon –COP Definition, Users and Scenarios 4.2 Geospatial Information –Base map and reference information –Drill and incident specific information 4.3 Delivering Geospatial Information –Web services –Schemas and encodings –Disconnected users –Records retention

OGC ® OSR COP RFI Section 4.2 Common Operating Picture Definition A COP is established and maintained by gathering, collating, synthesizing, and disseminating incident information to all appropriate parties in an incident. Achieving a COP allows on−scene and off−scene personnel to have the same information about the incident, including the availability and location of resources, personnel, and the status of requests for assistance. Additionally, a COP offers an overview of an incident thereby providing incident information which enables the Incident Commander (IC), Unified Command (UC), and supporting agencies and organizations to make effective, consistent, and timely decisions. In order to maintain situational awareness, communications and incident information must be updated continually. Having a COP during an incident helps to ensure consistency for all emergency management/response personnel engaged in an incident.”

OGC ® OSR COP RFI Section 4.3 Geospatial Information in the OSR COP Base map and reference information Background Info Administrative Boundaries Bathymetry & Hydrography Topography Imagery & Remote Sensing Natural Resources, Habitats, Managed Areas Navigation & Marine Infrastructure Public Safety & Terrestrial Infrastructure Oil and Gas Infrastructure Response Planning Restoration Weather, Oceanography & Natural Hazards Drill and incident specific information Abstract, Spill Summary & Reporting Damage Assessment Oil Spill Response Operations Operator Services & Support

OGC ® OSR COP RFI Section 4.4 Delivering Geospatial Information Interoperability architecture Web service delivery to users Information schemas, metadata and encodings Inputs to the response center Disconnected user operations Records retention and provenance OSR COP delivery architecture - draft

OGC ® RFI Response Outline Responses to the RFI are requested to follow this outline: 1.Overview and executive summary of the response 2.Elaboration of your highest priority comments and contributions 1.Definition of a COP for Oil Spill Response 2.Geospatial Information for OSR COP 3.Delivering information for OSR COP 3.Description of your organization

OGC ® Clarifications Clarifications based on questions to date: –The RFI seeks responses regarding anything in section 4 Section 3.3 outline is a bit confusing as there are no questions under the item: ”4. Delivering information for OSR COP." We are seeking comments on section 4.4 –A response need not address every topic in the RFI –You do not need to be a member of OGC or any other organization to respond to the RFI Questions and requests for clarification should be sent to (techdesk@opengeospatial.org)

OGC ® Open discussion Next Steps

OGC ® Next Steps Request for Information (RFI) –Responses requested by 30 October –Word format is preferred, PDF is acceptable. –Send your response to techdesk@opengeospatial.orgtechdesk@opengeospatial.org Workshops –19 December 2014 in UK – 8 January 2014 in USA –Invitations will be sent based on RFI responses Reference Architecture and Feasibility Report, 2014
