2 2 14-19 Curriculum Change Our local agenda taken from Letter to providers Sept 07 the development of a richer, more diverse curriculum….. to deliver the pathways to achieve personalised learning for all our young people working with partners to maximise opportunities across Devon including employers the development of realistic and relevant learning experiences in preparation for employment

3 3 Why Embark on Curriculum Reform? The National Agenda To reduce the achievement gap in between socio- economic groups Identification of a ‘long tail’ of underachievement To increase participation in education and training post- 16. Targets to be introduced so all young people have to be in education or training either in work or not in work until they are 19 To broaden skills to increase employability To develop flexible, innovative, and ambitious networks to deliver the new curriculum to develop choice and diversity To meet the needs and aspirations of all young people, locally

5 5 Devon's Progress Strategy group-formulate strategy and implement activity includes partners DCC DES LSC Connexions EBP Re formed leadership group which will take 14-19 leadership function in Devon's 14-19 development Emphasis on 14-19 development of the curriculum Area prospectus development of reporting functions IAG groups for each area Employer engagement and functional skills pilots and development Investigation of FLT Development of team through area co-ordinators dip champs and specialist support Gateway 1 bids 2 bids graded category 3 for 2009 start pending approval Gateway 2 bids 8 gateway applications for 2009 start pending approval Possible gateway 3 bids East and Mid/ North for 2010 start Partnership planning key element of 14-19 Capital strategy planning

6 6 Diploma Qualifications Partnership working is a key element of diploma provision. Providers include; Schools and Colleges, FE, HE, Connexions, SSC, LSC, EBP and employers federations. Diploma will be equivalent to 5 GCSEs at level 2.They will be available in 3 levels foundation, higher and advanced Diplomas are not ‘vocational’ qualifications and do not mean readiness for employment but they do offer relevant work related curriculum The curriculum is to developed so that it can offer a choice of qualifications for young people from age 14. The pathways available to young people will include GCSE, Diplomas and others such as IF programmes, BTEC, NVQ ASDAN and other awards. They still need to be developed alongside the diplomas and will continue as options for certain students

9 9 Partnership Working Entitlement; All pupils should have access to all diplomas from 2013 Partnerships have to be formed and operational with clear plans for delivery. They have to be supported by the Local Authority and verified by the Government Office SW through a ‘gateway process’ Devon has a good reputation for its IF and other programmes. Partnerships have formed across Devon some are in the early stages
