2 FBA Mission and Vision Federal Bar Association Mission Statement The mission of the Association is to strengthen the federal legal system and administration of justice by serving the interests and the needs of the federal practitioner, both public and private, the federal judiciary and the public they serve. 15 Leadership Responsibilities Know the Mission/Live the Mission – you are the link between the national FBA, the members and potential members Keep Your House in Order -- manage the business of the Chapter, Section or Division, PLAN You Can’t Do it All - assign responsibilities to Officers and Directors so they can effectively and efficiently run the Chapter, Section, and Division Keep Your Eye on the Member - Supervise, direct, and govern efforts to carry out the Chapter, Section and Division’s mission

16 Leadership Responsibilities You are a Fiduciary – stewards of the Chapter, Section and Division’s finances Support the Mission - Ensure funds are spent to further the interests of the members Align with the Mission - continually evaluate the viability, effectiveness, and cost-efficiency of programs, activities, and service delivery Be an FBA Advocate and Ambassador - Represent the Chapter, Section and Division at National Council meetings

22 Accountability Define conflict of interest, establish a procedure to deal with conflicts, and annually disclose conflicts Share financial and membership information Be familiar with governing documents and follow the provisions of those documents Give proper notice for meetings and hold regular meetings Ensure the Board is properly appointed/elected Ensure Chapter’s, Section’s and Division’s mission is being accomplished

23 FBA Dues Structure Chapters receive a quarterly rebate check of 20% based on the dues collected from their chapter members. Chapters do not receive rebates for Law Student and Foreign Associates

24 FBA Dues Structure For Each Section and Division Member, a $4 administrative fee is paid to the FBA.

25 Reimbursement Policy (For Chapters) - #2.3 Reimbursement shall be as follows unless otherwise provided by the President or the Executive Director: Chapters are permitted two seats on the National Council: the Chapter President or his/her designee and a Chapter Delegate. Chapter Delegates must be identified by the chapter at least 30 days in advance of the annual and midyear meetings. Each chapter shall be entitled to have one attendee reimbursed for airfare or two attendees each reimbursed for half the cost of airfare. For those chapters in existence for three or fewer years, the Executive Director may grant an exception and reimburse airfare for two attendees. For the purpose of this policy, current reimbursement rates are Airfare: coach rate, subject to 21-day, advanced purchase with Saturday night stay. If airfare is purchased less than 21 days in advance of the meeting, the reimbursement will be capped at $500.

26 Section and Divisions Reimbursement The Section/Division policy for each Section/Division shall be referenced in the bylaws of the Section/Division. Submitted within 60 days after the date for which payment is being sought was incurred. Airfare: coach or economy class, subject to a 21-day advance purchase. Airfares exceeding $500.00 must have prior approval by the Chair of the Sections and Divisions Council and/or the Executive Director. Rail: travel up to the maximum of equivalent airfare in lieu of air or car travel. Travel by Car: rate of 54 cents per mile in lieu of air or rail travel up to the maximum of equivalent airfare at the coach fare, not to exceed $500.00.

27 Section and Divisions Reimbursement Ground transportation and parking: (e.g., taxi, bus, parking, subway) actual expenses, up to a maximum of $75.00 per day. Lodging, meals, and incidentals: up to a maximum $150 per diem. Member will stay in the official meeting hotel to receive per diem. Maximum per diem will not exceed 3 days. Reimbursements should be approved by the Chair and Treasurer of the Section/Division. Approved reimbursements are sent to the Manager of Sections and Divisions for processing. Any exceptions to this policy must have prior approval of the Executive Director.
