8 LAT OVERVIEW

9 What is LAT? 9  LAT involves providing linguistic accommodations during testing so that qualifying ELLs can better understand the language of the test and have a more meaningful and valid assessment of academic knowledge and skills TEA Student Assessment Division

10  Linguistic accommodations provided during LAT support effective implementation of the ELPS  ELPS require teachers to linguistically accommodate instruction of ELLs in all classes in accordance with proficiency level needs 10 LAT and the ELPS TEA Student Assessment Division

11 Eligibility 11 ELLs in grade 10 are eligible for LAT math and science if they  are determined to be LEP-exempt in accordance with Texas policy; and  are in 1 st, 2 nd, or 3 rd year in U.S. schools ELLs in grade 10 are eligible for LAT ELA if they  are determined to be LEP-exempt in accordance with Texas policy; and  are in 2 nd or 3 rd year in U.S. schools Remember, LEP-exempt students in the first year of U.S. schools are assessed with TELPAS reading to meet federal testing requirements for reading TEA Student Assessment Division

12 Linguistic Accommodations during Assessment – LAT 12  At time of annual state assessments, only eligible immigrant ELLs may take LAT  Only allowable linguistic accommodations that have been used routinely in instruction and assessment may be provided to students during their LAT administration TEA Student Assessment Division

13 LAT Accommodation Decisions 13  The LPAC (and ARD, if applicable) collaborates with the subject-area teacher of each eligible immigrant ELL and the testing coordinator to  make and document decisions about the linguistic accommodations to be provided  determine the need for individual versus small-group LAT administrations  identify appropriate LAT test administrators TEA Student Assessment Division

14 LAT Accommodation Decisions 14  Multiple accommodations are often appropriate  Decisions involve reviewing accommodations used in instruction  Decisions must be based on individual needs of student and whether accommodations are used routinely in instruction and testing  Documentation must be kept in student’s permanent record file TEA Student Assessment Division

15 Accountability 15  LAT results of LEP-exempt ELLs are used for federal accountability (AYP) only  Only participation is counted for 1 st -year immigrant ELLs  All other ELLs count for both participation and performance  Student-level LAT results are provided to schools  Results of LEP-exempt students are not included in campus and district TAKS summary reports TEA Student Assessment Division

16 Provisions for Qualifying Asylees/Refugees 16  State regulations grant LAT testing provisions to a small number of unschooled ELL asylees and refugees who are beyond the LEP exemption or exit level LEP postponement period  As in past, certain LAT procedures differ for these students  Answer document coding  New this year: No need to fill in AGENCY USE field  SCORE CODE “S” (no change from last year)  Record linguistic accommodations in LAT grades and subjects only (no change) TEA Student Assessment Division

26 LAT ELA Direct Linguistic Support Accommodations  Tested vocabulary words: Oral translation, clarification, and assistance in locating the applicable meaning/translation of a word in the dictionary are NOT permitted  Students must not be provided these types of assistance with tested vocabulary in the reading selection or the test questions  LAT ELA test administration directions specify which items contain tested vocabulary 26 TEA Student Assessment Division

27 LAT Grade 10 ELA Direct Linguistic Support Accommodations * All LAT students (regardless of their approved linguistic accommodations) may receive assistance to understand the written composition prompt and the rest of the instructions on the test page containing the prompt. The language may be clarified, translated, or read aloud at the student’s request. It is not necessary to predetermine and document the need for this as an accommodation. These three types of assistance are not allowed on the written composition itself. 27 TEA Student Assessment Division

28 Secure Linguistic Simplification Guides (LSGs) 28  Grade 10 math and science LAT administrations each have a separate LSG  No guides for LAT ELA  May be viewed only during test administration  Are secure TEA Student Assessment Division

29 Preparing Students For LAT Administrations 29  Students taking a LAT administration need to be familiar with the way their test session will be conducted before the test administration begins  Prior to starting the test administration, the LAT test administrator will need to talk to the students about the testing process, make them feel comfortable, and review the linguistic assistance they will be able to request  The students should already be familiar with receiving linguistic accommodations in instruction but need to know how the accommodations are provided during standardized testing TEA Student Assessment Division

30 LAT Test Administrator Training 30  All test administrators are required to be trained annually in test security and TAKS testing procedures  In addition, LAT test administrators must be trained in the procedures specific to LAT administrations  It is vital that test administrators read manual thoroughly TEA Student Assessment Division

31 Test Booklets 31  LAT test booklets are separate, different forms of TAKS. The test booklets say “LAT” on the cover  There is one form of each test  LAT booklets are formatted with a larger font and more white space  LAT tests cannot be interchanged with TAKS tests to resolve booklet shortages TEA Student Assessment Division

32 Answer Documents 32  The regular TAKS answer documents are used for LAT administrations (exception: grade 10 ELA answer document says “LAT”) TEA Student Assessment Division

33 Test Administration Directions 33  LAT test administration directions are provided in English, but no longer in Spanish  As with TELPAS reading tests, LAT test administrators may further simplify or translate directions as needed TEA Student Assessment Division

34 Test Administration Directions 34  Because TAKS answer documents are used for LAT administrations of grade10 math and science, students will not use all spaces on answer document  To address this situation, administration directions instruct test administrators to say, for example: “Stop when you get to the last page of your booklet. You will not use all the circles on your answer document.” TEA Student Assessment Division

35 SCORE CODE Field 35  “L” in the SCORE CODE field must be marked for each LEP-exempt student  Test will be scored as a LAT test based on the “L” SCORE CODE and the information in the LAT FORM and LAT INFO fields NOTE: Answer document coding instructions differ for unschooled ELL asylees and refugees who are not LEP-exempt but qualify for special testing provisions TEA Student Assessment Division

36 SCORE CODE Field  “S” must NOT be marked for LEP-exempt students  Answer documents must be coded properly for correct scoring The “L” SCORE CODE must ALWAYS be marked for LEP-exempt students taking LAT administrations 36 TEA Student Assessment Division

37 SCORE CODE Field  There is no LAT administration of the grade 10 social studies test. For students who are LEP- exempt from this test, mark the “L” score code to indicate that the student has been granted a LEP exemption from testing  These students will not test in social studies 37 TEA Student Assessment Division

38 LAT FORM Area 38  The LAT FORM area is part of the TEST TAKEN INFO field on the grade 10 TAKS answer document and is used to record that a LAT test form was taken TEA Student Assessment Division

39 LAT INFO Area  After testing, the LAT INFO area of the TEST TAKEN INFO field must be completed by the test administrator  Column A – accommodations used during test administration  Column B –any testing irregularities or absences Column A of the LAT INFO area must be gridded in order for a student to be reported as having taken a LAT test 39 TEA Student Assessment Division

40 LAT INFO Area – ELA 40  NOTE: Because all grade 10 students are to have access to an English dictionary for the reading and written composition sections of the ELA test, it is not considered a linguistic accommodation; marking it as an accommodation is optional TEA Student Assessment Division

41 Submitting ELA Answer Documents in March – Special Case 41  For the grade 10 ELA test, students taking LAT administrations test in April rather than March  Benefit to the students is additional time to learn English TEA Student Assessment Division

42  Important:  for grade 10 ELA, answer documents should be submitted for LEP-exempt students in March with the “L” score code marked  Based on this information, precoded materials will be provided for these students for the LAT administration in April For grade 10 LAT math and science, precoded answer documents will be generated through the normal process 42 Submitting ELA Answer Documents in March – Special Case TEA Student Assessment Division

43 LAT FOR STUDENTS RECEIVING SPECIAL EDUCATION SERVICES

44 LAT for Students Receiving Special Education Services 44  LEP-exempt recent immigrant ELLs receiving special education services who are eligible for LAT take grade 10 —  LAT administrations of TAKS, which include LAT administrations of TAKS (Accommodated) OR  LAT administrations of TAKS–M TEA Student Assessment Division

45 45  ARD committee in conjunction with LPAC determines which LAT assessment is appropriate  This group of students is very small; few students served by special education are recent immigrants LAT for Students Receiving Special Education Services TEA Student Assessment Division

46 46  This year, use same manual as for LAT TAKS: 2012 Directions for District Coordinators, Campus Coordinators, and Test Administrators—TAKS, TAKS (Accommodated), TAKS–M, and LAT  Test administration (“SAY”) directions for TAKS–M and directions for LAT administrations of TAKS–M have been combined  Examples and scenarios are from TAKS, but are useful for training test administrators giving LAT administrations of TAKS–M Which manual? 47 LAT and TAKS (Accommodated)  LEP-exempt recent immigrants served by special education take the LAT form of TAKS if TAKS (Accommodated) is the appropriate test form LAT + TAKS (Accommodated) = LAT form of TAKS  The format accommodations on the TAKS (Accommodated) form are used on all LAT forms of TAKS 47 TEA Student Assessment Division

48 LAT and TAKS (Accommodated) 48  The students receive their prescribed LAT accommodations as well as accommodations allowable with TAKS (Accommodated)  Important: Students who qualify for LAT MUST NOT take the TAKS (Accommodated) form TEA Student Assessment Division

57 LAT FAQ #1 57 Answer: No, such individuals would not meet the requirement on page 21of the 2012 Directions for District Coordinators, Campus Coordinators, and Test Administrators—TAKS, TAKS (Accommodated), TAKS–M, and LAT, which states the following: LAT test administrators must  be familiar with subject matter being tested,  understand the linguistic support students may need in their test session; and  have worked routinely with the students in assisting or delivering instruction. 60 LAT FAQ #3 60 Question: In March we submitted an ELA answer document coded “L” for a LEP-exempt student in her first school year in the U.S. Since these students are not required to take LAT reading/ELA, we are not sure what to do with the precoded label we receive for the April LAT administration.
