EC Staff Working Document (no communication) addressed to NL Presidency on 23.12.2015 http://data.consilium.europa.eu/doc/document/ST-15552-2015-INIT/en/pdf http://data.consilium.europa.eu/doc/document/ST-15552-2015-INIT/en/pdf Current outcome of EC Noise roadmap published on 04/2013 Content of EC Staff Working Document Acknowledges that noise is a European issue and that the current measures are insufficient to ensure a noticeable reduction of railway noise within 5-10 years Acknowledges the inefficiency and the risks linked to uncoordinated unilateral actions by Member States (reverse modal split, bottlenecks, breach of interoperability, distortion of competition,…) Points out that the holistic approach (internalisation of noise costs by al transport modes) is by far the best performing measure to be taken Confirms that the NDTAC bonus can be increased to take into account the higher operating costs linked with the use of retrofitted wagons Highlights that national funding programmes supporting the retrofitting of freight wagons should be limited to 50 % of relevant investment costs but that EU funds are a complement to them Proposes the development of noise-related standards of railway infrastructure Proposes to revise the TSI Noise and to introduce a gradual applicability of the noise limit to the existing freight wagon fleet

Instruments/Policy-Mix today NDTAC 2016 - 2021 (introduction under discussion in CZ and AT, others?) CEF co-funding 2015 – 2020: 20% of eligible costs for retrofitting wagons: will the Sector make use of it? (new) Gradual application of TSI NOISE limit values to existing freight wagons (after entry into force of 4 th RP, 2 Task Force meetings before): o Limit values to apply to all international freight wagons by 01.01.2022?, conditions to derogate at national level: wagon-km, life cycle, noise maps, technical solution…? o Limit values to apply to all freight wagons by 01.01.2027? (new) noise-related standards of railway infrastructure, How ? Where? TSI Noise revision under EC delegated act (4 th RP)
