TOM TORLAKSON State Superintendent of Public Instruction SPSA The SSC annually develops, reviews, updates, and approves the SPSA, including proposed expenditures. The SPSA contains elements (a) through (e): (a)An analysis of academic performance data to determine students’ needs (b)School goals to meet the identified academic needs of students (c)Activities to reach school goals that improve the academic performance of students 4

The SPSA must contain: (d)Expenditures of funds allocated to the school through the Consolidated Application Reporting System (CARS) (e)The means of annually evaluating the progress of programs toward accomplishing the goals, including determining whether the needs of all children have been met by the strategies used, particularly the needs of low-achieving students and those at risk of not meeting state academic content standards 5

Direct services to students are services for which the student is the direct recipient: Personnel providing “hands-on” instruction Professional development to increase teacher capacity Instructional materials Services that are integral to the quality of the instructional program and academic success of students 19

TOM TORLAKSON State Superintendent of Public Instruction Reservations and Centralized Services Reservations Reported in CARS Professional Development Summer School Technical Assistance to Schools Coaches Other Districtwide Programs Centralized Services Included in SPSA Services provided by the LEA SSC must approve If SSC does not approve, LEA cannot “require” activity 20

TOM TORLAKSON State Superintendent of Public Instruction Title I, Part A Carryover Title I, Part A funds must be spent within 27 months Carryover of unspent funds limited to 15 percent of previous year’s allocation Waiver requests once every three fiscal years Waiver request includes a plan on how funds will be spent to avoid repayment 21

TOM TORLAKSON State Superintendent of Public Instruction Supplement versus Supplant Three-prong test is gone Must be supplemental to state and local funds Identified as a need in SPSA ESSA significantly reduces this requirement Must be reasonable and necessary to address the identified needs Research-based actions and strategies Actions must be annually evaluated for effectiveness 22

LEA conducts annual calculations to demonstrate compliance and maintains data to support: Allowable exclusions of funds and/or staff from the calculations Data for staff and students were collected on the same date Submitted to the CDE for review once every two years 24

TOM TORLAKSON State Superintendent of Public Instruction Maintenance of Effort (MOE) Maintain core programs from one year to the next with state/local funds At least 90 percent of the funds from previous school year If MOE not met, the allocation is reduced by the difference between 90 percent of the previous year and the percentage by which funding has fallen below 90 percent 25
