1 SJRU Competition Rules Notes for Referees

2 LET THEM SORT IT OUT Referees are to focus on Laws of the Game Teams (coaches, managers, ground marshals) shall administer Competition Rules If teams cannot decide, the home team’s opinion, not the referee’s, shall prevail on the day. A team may lodge a protest with SJRU who will review the next business day IT’S NOT YOUR PROBLEM!

3 PRE MATCH Each team must provide a Ground Marshal – Must be clearly visible (glow-vest) Each team must provide an AR/Touch Judge – Ensure they are in place and briefed 5 minutes before kick-off. – Accredited ARs can provide Foul Play reports – Non-accredited Touch Judges can only run the line Don’t commence game without these 4 people being present

4 MATCH DURATION U10 & U11 – 2 x 20 minute halves U12 – U14 – 2 x 25 minute halves U15 – U16 – 2 x 30 minute halves U17 – U18 – 2 x 35 minute halves No time off for injury Must conclude 2 minutes prior to next scheduled kick-off, regardless of your start time. Shorten both halves equally

5 SUBSTITUION / REPLACEMENT U10 – U12 – Unlimited/rolling subs at any time ball is dead – Teams must always have equal numbers U13 – U14 – Unlimited/rolling subs at any time ball is dead U15 – U16 – Unlimited/rolling subs only at 10 th and 20 th min – Ground Marshals to ensure players are ready to go – Subs outside these times are considered injury replacements U17 – U18 – Unlimited/rolling subs only at 12 th and 24 th min – Ground Marshals to ensure players are ready to go – Subs outside these times are considered injury replacements Ask ARs to call to you when subs are ready to be made

6 MERCY RULE To be managed by Team Managers/Ground Marshalls – not the referee Triggers when score differences reach set limits that differ by age group U10-U12 the game concludes and a “friendly” is then arranged U13+ the winning side reduces players

7 UNCONTESTED SCRUMS U10-U12 – simply play with uncontested scrums U13+ Teams are expected to have suitably trained front-row players so that they can; – Commence the game with contested scrums – Continue with contested scrums after the first occasion a Prop is replaced – Continue with contested scrums after the first occasion a Hooker is replaced Teams who cannot satisfy these requirements and call for uncontested scrums must play with 1 less player than otherwise entitled.

8 POST MATCH Thank your ARs/Touch Judges Thank the Ground Marshalls Review both team’s score sheets to ensure they have properly recorded – The final score – Yellow Cards and/or Red Cards if issued – Uncontested scrums if requested – When satisfied, sign both team’s score sheets If anyone approaches you to complain – Remember Don’t Participate - Don’t Escalate – If necessary, request the Ground Marshalls deal with it – By all means, if you wish, chat later when everyone has calmed down
