2 CDC Activities in Europe EU activities –Better Training for Safer Food –TAIEX –Twinning EPPO –Workshops UK –Mangoes from India 2

3 Better Training for Safer Food Available to EU member states, accession and candidate countries and some third countries. Purpose –Understanding the EU plant health regime –Harmonising best practise across the EU –Sharing of information and building of networks –Training the trainer Participants pass their new found knowledge and understanding to their colleagues. 3

4 Better Training for Safer Food Plant Health Controls package (2015-2018) –Imports Targeted and effective inspection Implementation of controls in cases of non-compliance –Wood packaging material Inspection procedures (imports and internal movement) Requirements for manufacture, treatment and marking Associated risks –Surveillance and Outbreak Management Procedures and techniques 4

5 BTSF previous courses ASEAN countries –Plant Health COMESA countries –Plant health and plant protection products EuroMed counties –Plant Health and plant protection products SAARC countries –Plant Health 5

6 Twinning Available to EU accession & candidate countries Purpose –acquire necessary skills and experience to implement, adopt and enforce EU legislation Cover all aspects of plant health –Policy – Inspectorate - Laboratory 6

7 Twinning Long term projects (typically 1.5-3 years), based on needs of the beneficiary country (often identified during Missions of EU officials such as the FVO) Resident Twinning adviser –Secondment of 1 full time EU Member State expert who will be based in the beneficially country 7

8 Twinning examples Egypt –Strengthening the Egyptian Phytosanitary Control System Estonia –Evaluation of plant health service and advice on surveillance planning & strategy Montenegro –Strengthening the administrative capacities of the Phytosanitary Directorate Morocco –Control of plant protection products, fertilisers and growing agents 8

9 TAIEX Technical Assistance and Information Exchange –Support approximation, transposition, application and enforcement of EU legislation –Facilities sharing of best practise –Only available to certain countries Certain member states Candidate and accession countries Short term projects (can be a short as 1 workshop) 9

10 TAIEX Workshops –EU expert tutors Expert Missions –EU experts sent to beneficiary country Study Visits –Groups of 3 people take part in study visits to a particular EU Member State 10

11 TAIEX examples Algeria –Workshop on EU requirements for potatoes Bosnia and Herzegovina –Workshop on integrated pest management Georgia –Workshop on strengthening the capacity of phytosanitary officers Turkey –Workshop on phytosanitary controls of wood and wood products 11

12 EPPO All EPPO activities are essentially aimed at capacity development. –Panels –Workshops –Standards Makes no assumptions about some members having more capacity than others. 12

15 Mango Imports from India EU banned imports due to continued interceptions of harmful organisms UK worked with India to help them reach a position where trade could resume: –Face to face meetings (inc. Indian high commission and Commerce minister) –Inspector sent to India to provide technical training to 200 industry and NPPO officials –BTSF training programme (40 participants) Trade has now resumed. 15
