General OK.Gov Searches When you need to find information on any agency in the State, a good place to begin is ok.gov. You start by going to: http://ok.gov/ and you will see:

General OK.Gov Searches When you get here, select “State Agencies” at the top of the screen.

General OK.Gov Searches You will see a screen that looks like this. If you want to look up OMES, you scroll down and select the blue agency link.

OMES Website You can select OMES (Management & Enterprise Services) on ok.gov or you can go directly to: http://www.ok.gov/OSF/ You will see a page that looks like the one below:

OMES Website If you scroll to the middle of the page, you will see Audit and Internal Investigations’ link.

OMES Website Under “Key Publications” or on the Forms page you will find a link to the State of Oklahoma Agency Acquisition Audit Guide

OMES Website You select the branch of OMES you wish to look at by selecting the name at the top of the navy line. If you wanted to go to Central Purchasing, you would just select the link as shown below:

OMES Website The Central Purchasing main page looks like this. From this page you can access the various areas a CPO would work with on non-IT or Telecom items. It also contains helpful links (under “Related Topics”) and Announcements.

OMES Website The second link on the left side of the home page is for RFP/ITB (Request for Proposals/Invitations to Bid)

OMES Website This link will takes you to the solicitations page where you can open or awarded solicitations and is a second place to find some of the other links (such as Statewide Contracts)

OMES Website If you want to look at an Open or Pending Solicitation, you simply click on the link:

OMES Website And it takes you to all the Open or Pending Solicitations. You can look down the list or search by Keyword.

OMES Website You will get a page showing you any items that match your search criteria. You can click on the Solicitation Number and it will take you into the documents related to that solicitation.

OMES Website If you click on the Advanced Search link, it will give you more criteria to see.

OMES Website On this slide, we are looking at the Statewide Contracts. Again, you have the option of searching by number or Keyword

OMES Website It gives Announcements, Registration information and contains the link for your vendors to register or contact the office for information.

OMES Website Information about the Certified Procurement Officer program can be found at the next link.

OMES Website It is important because this is where you can look at your requirements, find forms and locate classes approved for continuing credits. Will be 260:115-2.g

OMES Website The Vendor Verification link is very important for your file documentation purposes. It contains the links for Sales Tax verification and the Secretary of State registration. It also provides information on other required file documentation.

OMES Website When you access it, it gives you many of the links you need, but the Federal Debarred, Banned or Suspended link has recently changed and you should go to: https://www.sam.gov/portal/public/SAM/ to view a supplier’s status with the Federal government. https://www.sam.gov/portal/public/SAM/

OMES Website When you use the link for the new Federal Debarment page, it will look like this. Although it shows a User Name & Password, they are not required to use the “Search Records” feature to check the standing of your supplier.

OMES Website The Vendor Performance link provides some guidelines and gives you a short-cut to finding supplier performance reports needed for your files.

OMES Website When you use the link, it also gives you the Central Purchasing Manager’s contact information when you have questions about a supplier’s performance.

OMES Website The Purchasing Processes, Rules & Statutes is an area you should be accessing the most often.

OMES Website This is where you can easily research some of your procurement questions. Notice there is also a copy of the Process Flow Chart and instructions related to specific acquisition types that can be linked from here.

OMES Website On the CP Contact Information page you can find phone numbers and email links for all Central Purchasing staff, their Managers and their Assistants.

OMES Website The Library, Forms, PIMs, memos, etc. link takes you to a search screen for those documents.

OMES Website Again, you have several methods of finding the form, library item (like this presentation), PIMs (Procurement Information Memorandums) and other important announcements you might need.

OMES Website For instance, if you wanted to see the Procurement Information Memorandum (PIM) on the procedures for submittal of a Sole Source, you would enter:

OMES Website CP Announcements takes you to Announcements from Central Purchasing, State Use, the CPO Training Group and PIMs

OMES Website Clicking on either of the links will take you into the State Use page with their information on related Rules and Statutes, Accomplishments, Items listed on the Procurement Schedule, Committee Members, Meetings and Agendas and Contact information. Additionally, you will find a link to Oklahoma Correctional Industries, who is second in line after State Use as Mandatory sources of procurement.

OMES Website Additional links on the Central Purchasing home page take you to Frequently Asked Questions, Announcements and Related Purchasing Topics, such as a link to the OneNet Contracts, CORE news and Voluntary Product Accessibility links.

OMES Website If you return to the OMES home page, you will find links to the other division of OMES. The first is the link to the CIO web pages.

OMES Website It contains the web page links to everything related to IT and Telecom Projects, Purchasing, Business Segments, IT and Telecom Procurement, Policies and Standards, and the CORE application links. OMES Website Other links at the top of the OMES home page take you to the Comptroller & Budget web pages, HR and Benefits (formerly OPM) web pages and a master link to all OMES Forms.

OMES Website This is an important page for purchasing staff as well as other State employees, because it contains not only the links to the other state purchasing divisions, but the Fleet Management Calculator you have to use when you travel on State business.

OMES Website Very few agencies have statutory authority to purchase a vehicle. Those that do, still need to contact Fleet Management, because decals are required. The FM web pages include all your transportation needs information. If your agencies have State vehicles, FM is also the place where you should have them maintained.

OMES Website Property Distribution handles State Surplus, Federal Surplus in Oklahoma, the Law Enforcement LESO Program for the State, the 1122 Programs for the State, the Federal Donation program for the State and is a mandatory source for acquisitions before buying new.

OMES Website You are required to contact Property Distribution prior to transferring or disposing of any State property for instructions. They are a great resource for property and can be counted as part of your Green purchasing in your reporting.

OMES Website Risk Management is the entity charged with purchasing insurance for all agencies of the State. You can find their Rules and Statutes, Forms, Contact information and some useful related topics on their web pages.

OMES Website The Oklahoma Capitol Improvement Authority provides bond funding for construction of office buildings and infrastructure for departments and agencies of the State.
