Overview Today, we are seeking approval of delivery verification guidance for the third and final batch of measures Review history and general approach Walk through delivery verification guidance If the RTF is not ready to adopt the guidance today, we need clear direction on how to proceed 2

Delivery Verification Work to Date For proven measures, impact evaluation only requires claim and delivery verification June 2014: RTF adopted updated version of the Guidelines that calls for delivery verification guidance February 2015: Previewed framework proposed by BPA and team March 2015: Reviewed “simple” vs “complex” split and examples May 2015: RTF approved guidance for first batch of measures September 2015: RTF approved guidance for second batch of measures Today: RTF decision (or direction) on final batch of guidance 3

Reminder: What Are We Doing? Create a measure specification table on summary sheet of measure workbook that maps the delivery verification checklist directly to the measure specification – Identifies key data that need to be checked to ensure reliability of savings estimates Update measure specifications (if needed) for greater clarity and to specifically focus on aspects that impact the RTF savings estimates Recognize delivery verification data may be challenging or impractical to get after the fact (ex: pre-conditions) – Going forward, RTF will be thoughtful when defining measure specifications and avoid impractical delivery verification guidance where possible – Program design should consider delivery verification requirements Based on RTF direction, staff generally considers the following to be out of scope: – Defining how the data should be collected (RTF may chose to define on a case-by-case basis) – Defining which methods of verification are sufficient to claim savings 4
