Presented to: ICAS By: FAA – Sue Gardner DND – Bruce Ehmann TCCA – Wayne Harper Date: December 12, 2012 Federal Aviation Administration Version 0.9d DND DOD FAA Canadian DND TCCA North American Air Show Standards

2 FAA TCCA DND North American Airshow Standardization ICAS December 2012 2 Overview Introductions and Opening Remarks Background Harmonization Progress Update Questions

3 FAA TCCA DND North American Airshow Standardization ICAS December 2012 3 Background ICAS initiative - Began in 1993 FAA/Transport Canada/DOD/DND review of the three separate and very different sets of policy/rules with the intention of establishing a “North American” standard Initial changes came into effect in 1994 Included recommendations made by ICAS Energy Towards the Crowd Task Force Ongoing efforts since 1994 to eliminate remaining differences between the three regulatory programs

4 FAA TCCA DND North American Airshow Standardization ICAS December 2012 4 DND amended Chapter 11- Effective 2003 Transport Canada’s 623 Standards - Effect 2004 Chapter 49 – Change 31 – Effective April 2006 At the 2006 Convention the FAA and Transport Canada made a commitment to review the outstanding differences and complete the standardization initiative for civilian aircraft. Completed December 2007 – Change 86. Update in progress - 2012 DND and DOD made a similar commitment to review military aircraft operations and work with the FAA to standardize military aircraft operations at air shows in North America. No action taken to date. Background

5 FAA TCCA DND North American Airshow Standardization ICAS December 2012 5 Significant Changes Standardization with Transport Canada/DND Definition of aerobatics Show Lines Flybys Repositioning turns Figures and charts Energy towards the crowd issues

6 FAA TCCA DND North American Airshow Standardization ICAS December 2012 Energy Towards the Crowd - Maneuvers Package “Approval Process” section amended to address “Approved Manuevers and Manuevers Packages” –Civilian, Military, Foreign Standardizes the process for evaluation of manuevers and recommendations –FAA/TC approval will apply in North America –FAA/DOD and DND have individual approval process – Never Harmonized for North America

7 FAA TCCA DND North American Airshow Standardization ICAS December 2012 OBJECTIVE To align the FAA and TCCA orders and regulations across NA for Civilian aircraft. Proposed Revisions: –an amended sample site diagram common to both FAA and TCCA requirements to be added –diagrams being amended to add the term "congested area" which was inadvertently omitted in Change 86 –diagrams and language being amended to clarify positioning of team lead and wingmen for formation flight of each category of aircraft FAA/TCCA HARMONIZATION

8 FAA TCCA DND North American Airshow Standardization ICAS December 2012 Proposed Revisions (cont’d): Current Wording in 8900.1 Change 86 3-145 PARTICIPANT AND AIRCRAFT ELIGIBILITY. A. Aerobatic Competency Documentation. 4) Upon request of the FAA, civil aircraft pilots must show evidence of performing or practicing their performance(s) within the previous 15 days. FAA/TCCA HARMONIZATION

9 FAA TCCA DND North American Airshow Standardization ICAS December 2012 Proposed Revisions (cont’d): New: 3-145 PARTICIPANT AND AIRCRAFT ELIGIBILITY. A.Aerobatic Competency Documentation. 4) Prior to performing at an air show civil aircraft pilots must show evidence of performing or practicing their performance(s) within the previous 45 days. An air show performance conducted under a waiver issued for an “air show” is never counted as a practice even if the event organizer is calling it a “practice” or “media” day. FAA/TCCA HARMONIZATION

10 FAA TCCA DND North American Airshow Standardization ICAS December 2012 Proposed Revisions (cont’d): Explanation: –Performer who has not practiced or performed in the previous 45+ days, shows up at a site on Friday and the organizer has an “air show” waiver. This means he/she cannot fly. – If the organizer has a “temporary aerobatic practice area” then he/she may fly and the performance constitutes a “practice” and he/she resets the 45 day clock. Definition: Airshow. An aviation event defined as an aerial demonstration by one or more aircraft before an invited assembly of persons. FAA/TCCA HARMONIZATION

11 FAA TCCA DND North American Airshow Standardization ICAS December 2012 Proposed Revisions (cont’d): Amended language for Night and Civil Twilight Amended language for Helicopter operations ICAS ACE Manual (Rev 7) FAA/TCCA HARMONIZATION

12 FAA TCCA DND North American Airshow Standardization ICAS December 2012 OBJECTIVE To align the FAA and DND orders and regulations across NA for Military aircraft. Examples of Safety differences: – Definition of “Aerobatic box” vs “Sterile Air Display Area” – Essential personnel There are other minor differences and examples that we will continue to resolve Where alignment with TCCA is needed we will work together DND / FAA HARMONIZATION

13 FAA TCCA DND North American Airshow Standardization ICAS December 2012 The Way Ahead Transport Canada, the FAA, and the DND are committed to working to resolve the differences to minimize the impact on performers and event organizers The goal is to increase flight safety and decrease the risk to spectators This will ultimately increase air show safety

14 FAA TCCA DND North American Airshow Standardization ICAS December 2012 14 Time Lines Next Steps –DND/DOD/FAA Harmonization meeting ICAS –Winter Meeting – FAA/DND/TCCA –Finalize by ICAS 2013
