2 The Problem In 1818, the territory of Missouri applied to the U.S.A. for statehood, Missouri had some slaves. The question of whether slavery would be permitted in the new state became an issue in the U.S. Congress and across the United States. …….At the time, there were 11 slave states and 11 free states

4 The Debate… The House of Representatives, which had more northerners…
…voted for Missouri to become a state without slavery (a free state).

5 The Debate… The Senate, which had 22 Senators from free states and 22 senators from slave states… …voted to a tie.

6 The Potential Result Therefore, the bill to make Missouri a free state did not pass. Had the bill passed, the free state delegates would have outnumbered the slave state delegates in the House of Representatives and the Senate. If that had happened… …the slave states would not have been able to stop the free states from passing laws against slavery.

Missouri enters the U.S.A. as a slave state

9 The Future… The Missouri Compromise of 1820 pacified both the free states and the slave states for 30 years until 1850 and the admission of California as a state…. …The Compromise of 1850

11 The Compromise of 1850 One bill in Congress that was proposed would make California a free state. The slave states would not agree to this.

12 Another bill in Congress that was proposed would make the Fugitive Slave Law tougher and require the people in the free states to aid in the capture of runaway slaves. The free states would not agree to this.

13 The Compromise… In a speech to the United States Senate, Henry Clay outlines the principal features of what would become the Compromise of 1850.

a ban on slave trade in Washington D.C.

15 The Slaves States got… A tougher Fugitive Slave Law (tougher than the one in 1793) popular sovereignty (The right of the people who live in a territory to decide upon an issue) on slavery in the territories of New Mexico and Utah

17 The effects of the Compromise of 1850
the free states would now have a majority in the Senate because they would have 2 more seats than the slave states after California was made a free state by this compromise. The free states already held a majority in the House of Representatives.
