2  Challenged to “Do more with less” in early 2009, the LA DPS&C began looking at various aspects of our daily operations  Transportation costs caught the attention of the Department’s Leadership team  Video Court Project – July 2009  Louisiana State Penitentiary at Angola  Orleans Criminal District Court

3  The LA DPS&C evaluated court activity between all 64 parishes which led to an experiment to provide offenders for various court appearances via video rather than having to physically transport  Orleans Criminal Court judges agreed to be our partner and test the technology  Appearances, Arraignments, Hearing involving interpreters where we would have to transport offender to the interpreter; Minimize costs

16  Americans with Disabilities Act (ADA)  Presented with challenge to ensure effective communication with offenders, employees and visitors with disabilities  LA DPS&C provides qualified sign language or oral interpreters for effective communication / participation in departmental programs and activities  American Sign Language Class  Partnership with LA Supreme Court for qualified interpreters

17  Examples of circumstances when it may be necessary to provide interpreters:  Initial intake and classification processing  (Facility or Probation &Parole)  Regularly scheduled health care appointments  Emergency health care situations  Treatment options  Educational classes and activities  Parole / Pardon Board hearings  Disciplinary Board hearings  Criminal investigations  Grievance reviews  Religious services

19  Court Interpreters  Certified: Must be a registered court interpreter with tested skills in simultaneous and consecutive court interpreting as well as in sight translation and have scored at least 70% on each testing section;  Registered: Completes a two day training course where participant is required to pass a standard written English exam, a written translation exam, and pass a criminal background check.
