3. Driving on Campus Speeding and reckless driving has become a major issue on campus Drivers do not obey the posted speed signs Stop signs are constantly ignored Drivers try to avoid speed bumps at all cost Constant use of cellular phones while driving

4. Proposed Actions There are three actions we can take to ensure a safer campus for drivers and pedestrians Radar speed signs Increased campus security Revise campus rules and regulations regarding driving

5. Radar Speed Signs Radar speed signs have been proven to help reduce speeding in school zones. They help reinforce the speed limit. They provoke fear in drivers that someone is watching them which in turns makes them reduce their speed.

6. Increase Campus Security More personnel out on campus to catch reckless drivers. If given the ability to cite or ticket drivers, more drivers would start to change their driving behavior on campus. The increase in security officers would not deter their prior responsibilities.

7. Revise Campus Rules & Regulations New sections could be added to COTC’s current rules on driving, such as: Any person caught speeding may be subject to pay fines at the security office on campus Repeat offenders of speeding and reckless driving in excess of 3 times will be required to display an orange COTC parking permit Repeat offenders may also be subjected to take defensive driving programs offered by the National Safety Council Safe driving rewards will be given randomly to drivers who exhibit excellent behavior while operating their vehicles on campus COTC will start participating in a Safety Bingo game. A Bingo square will be posted for every day that passes with no incidents regarding safe driving

8. Costs and Funding The total costs of these proposed actions is summed up to $66,500-$101,000.

Costs and Funding There are several ways to help fund this project: Host a series of events and charge admission Concerts Plays Host a carnival every summer Prepare games and activities to raise money Faculty members and students can help participate Have surrounding high schools partner with the National Safety Council to educate students about safe driving before the issue starts

10. Summary The safety of students, faculty, and visitors on COTC’s campus should be a top priority. If we cannot ensure that basic right then our students will not be able to focus correctly on their education. Lower graduation rates and lower enrollment will be just a few of the negative outcomes from this issue. We must act quickly to ensure that every person who steps foot on a COTC campus knows without a doubt that they are in good hands.
