SWP/CT Preliminary Financial Plan Key Elements Toll Equity Loan Contingent loan provided by TxDOT to SWP/CT in the event of a significant revenue shortfall Expected to support “AA” level ratings for project debt NTTA Equity Amount not used on SH 161 will be used for Southwest Parkway/Chisholm Trail First Tier Project Debt Current interest bonds (CIBs) and capital appreciation bonds (CABs) secured by SH 161 project revenues Second Tier TIFIA Loan NTTA continues to pursue a TIFIA loan and will include it in the transaction if it becomes available Results in a more efficient transaction SIB Loan Subordinated loan from TxDOT that is currently under discussion that would close any remaining funding gaps Current base case with a TIFIA loan does not require a SIB loan Sources and Uses 13
