6 Business & Innovation Centre, Innovation Way, Barnsley S75 1JL  01226 732446  admin@mtl-consultants.com Best Practice Lots of detail in the report..  Partnerships, consortia and multi-agency working depend crucially on: effective leadership; inclusive decision-making; vision and consensus- building; selecting the right partners; sound operational planning; good community and business engagement; human resources; and sound monitoring and evaluation.  We identify several key success factors under four main headings: strategic; operational; stakeholder engagement; and monitoring and evaluation.  And highlight key success factors specifically in relation to the three main ERDF Priority Themes.  Several insights and lessons have been learnt from ERDF-funded projects across the Humber, other parts of the region and beyond about project development and delivery.

7 Business & Innovation Centre, Innovation Way, Barnsley S75 1JL  01226 732446  admin@mtl-consultants.com Going Forward ~ recommendations  Improving information and communications, including developments to the HTA web site.  Expressions of interest, including improvements to the systems and procedures for handling existing and new EoIs supported by a move to a caseload management approach.  Enhancing (clarifying, structuring and simplifying) ERDF guidance in the form of a plain guide to navigating the guidance.  Meeting a distinct set of information service needs by means of themed briefings, workshops and out-reach surgeries, web links and professional networking opportunities.  Providing fine-tuned support to appropriate private sector capital schemes.  Increasing awareness about regional projects which are under consideration and development, their possible consequences or implications and how best to take them into account in service planning and delivery in future.  More attention needs to be given to developing strategic interventions for high impacts

8 Business & Innovation Centre, Innovation Way, Barnsley S75 1JL  01226 732446  admin@mtl-consultants.com Final Thoughts..  Noting the uncertainties eg who will run the OP, is there a commitment to Humber-wide working (LEPs etc), rapid run down of YF headcount, Growth Fund, effects of cuts on appetite to/need for chasing ERDF  But opportunities too eg proposed changes to OP on eg climate etc. Coalition emphasis on ‘local’ as preferable to ‘regional’, visitor economy etc  Framing an ‘action plan’-don’t be too specific/rigid ie scan for opportunities and be ready to respond (we’d willingly contribute to discussions)  Final evaluation next spring - a decision point then about future of HTAP.
