CONGRESS PROPOSALS 2014: By Sandy STEEL, President, FIVB Rules of the Game

2014 VOLLEYBALL Including proposals from other Commissions, the rules might look like this: 1.1 DIMENSIONS For FIVB, World and Official Competitions, the free zone shall measure a minimum of 5 m from the side lines and 6.5 m from the end lines. The free playing space shall measure a minimum of 12.5 m in height from the playing surface. Approved

2.2 STRUCTURE OF THE NET...is made of 10 cm square black mesh. For FIVB, World and Official Competitions, in conjunction with specific competition regulations, the mesh may be modified to facilitate advertising according to marketing agreements. Approved

RULE 4.1.1 For FIVB, World and Official Competitions for SENIORS, the five staff members on the bench (including the coach) are decided by the coach him/herself, but must be listed on the score sheet. The Medical Doctor and Team Therapist, have to be part of the official delegation, but if not within the five selected, must sit against the delimitation fence, inside the Competition/ Control Area, and may only intervene if invited by the referees to deal with a medical emergency to the players. The therapist may assist with the warm up until the official protocol Approved :- This proposed is the regulation will be put in the competition regulation

4.5.3 (NEW) Compression aids may be worn for protection or support Approved as part of the Medical Commission presentation Note their proposal was that these must be the same color and design as the uniform.

6.1.3 Rally and Completed rally (MODIFICATION APPROVED BY THE BOARD) A completed rally is the sequence of playing actions which results in the award of a point. This includes the award of a PENALTY and loss of service for serving faults out-with the time limit. Approved

7.2.1 Official warm up …..TO ADD: Prior to the match, if the teams have previously had a playing court exclusively at their disposal, they are entitled to a 6- minute official warm up period together at the net; if not, they may have 10 minutes together. For FIVB, World and Official events, teams will be entitled to a 10 minute warm up period together at the net.

7.7.1 Rotational…………..(CLARIFICATION) A rotational fault...It leads to the following consequences in order: Team is sanctioned with a point and service to the opponent; The players’ rotational order must be rectified; Additionally the scorer should determine the exact moment...all points scored subsequently by the team at fault must be cancelled...

8.3 BALL “IN” (IN CONJUNCTION WITH THE CHALLENGE SYSTEM) For the purposes of the Challenge system: The ball is “IN” if at any moment of its contact with the floor, some part of the ball touches the court, including the boundary lines. Approved

Rule 11 Player at the net 11.3 Contact with the net by a player between the antennae is a fault during the action of playing the ball. Approved

Explanation The action of playing the ball includes (among others) take-off, hit (or attempt) landing

Explanation: For Interfering Rule 11.4.4 A player interferes with play by (amongst others): - touching the net between antennae or antenna itself during his/her action of playing the ball So this confirms that contact with the net in this way is INTERFERENCE – play stops!

Interference – continued - using the net as a support or stabilizing aid so it is still a fault to take support or to stop - forward or lateral movement using the net either with hands or body

Interfering - making unfair advantage - creating an unfair advantage over the opponent by touching the net - The rules offer a framework only but this would include pulling down the net to allow a spike or to suggest an opponent hand contacted the net (this is additionally rude conduct) or the blocker leans on the net to reach further.

Interfering by pushing at the ball through the net - making actions which hinder an opponent’s legitimate attempt to play the ball, While the rebound may be affected by stationary hands, moving the hands (as now) is still a fault if it prevents a natural rebound

Interfering by catching the net A player interferes with play by (amongst others): - catching/ holding on to the net.

A player interferes with play by Players close to the ball as it is played, or who are trying to play it, are considered in the action of playing the ball, even if no contact with the ball.
