3 2002-04-16 K.M - ISOE 3 APPLICATION OF THE STANDARDS  Direct safety-related assistance and co- operation.  Fostering exchange of information.  Promoting education and training.  Rendering services.  Co-ordinated research and development projects.

4 2002-04-16 K.M - ISOE 4 CONTEXT FOR ASSISTANCE The IAEA's Statute further requires that the Board of Governors consider the "adequacy of proposed health and safety standards for handling and storing materials and for operating facilities ” before giving approval to technical co-operation projects.

5 2002-04-16 K.M - ISOE 5 In addition to traditional Technical Co-operation Support, IAEA offered Radiation Protection Advisory Teams missions (RAPAT) RAPAT services rendered to 64 Member States over 84-95:  to assess the status and infrastructure of radiation safety.  to determine radiation safety needs and priorities.  to assist in formulating national radiation safety programmes. 6 2002-04-16 K.M - ISOE 6 RAPAT findings:  an awareness has been achieved and, in general, it has been enhanced over the years.  some Member States do not have any infrastructure.  in a significant number, although some form of infrastructure is formally in place, infrastructure is not appropriate for the types of practices involved. 7 2002-04-16 K.M - ISOE 7 New Strategy consists of, inter alia :  Country Radiation & Waste Safety Profiles (status of infrastructure in the country).  Country Radiation & Waste Safety Action Plans (tasks to rectify gaps resulting from comparing profiles against standards). Monitoring ( close monitoring of implementation including Peer Reviews). The Strategy was approved during the IAEA Technical Co-operation Policy Review Seminar; 15-16 September 1994. NEW STRATEGY

8 2002-04-16 K.M - ISOE 8 MODEL PROJECT ON UPGRADING RADIATION PROTECTION INFRASTRUCTURE Objectives: To assist Member States having an inadequate radiation and waste safety infrastructure so that they are able to comply with the International Basic Safety Standards for Protection against Ionizing Radiation and for the Safety of Radiation Sources.
