M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Introduction Chapter 14: Air Transport Civil Aviation Agency was established by the decision of the Government of Montenegro in July 2009 as an independent legal entity. Civil Aviation Agency is the National Supervisory Authority in Montenegro. M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Serbia and Montenegro Air Traffic Services Agency SMATSA llc was established by the agreement signed between the Government of the Republic of Serbia and the Government of Montenegro. SMATSA llc is an organization that is authorized for providing full scope of air navigation services, including ATS, CNS, MET, and AIS. Primary business activity of SMATSA llc is the provision of air traffic services in:  Serbian airspace,  Montenegrin airspace,  part of airspace over international waters of the Adriatic Sea,  55% of the upper airspace of Bosnia and Herzegovina, SMATSA llc is the only air navigation services provider in Montenegro. M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union After the ECAA Agreement had been ratified, Montenegro transposed the legislative package contained in the amended Annex I of the agreement. Regulations and directives of amended Annex I were included in the Law Amending the Law on Ratification of the ECAA Agreement, and as its integral part published in Montenegrin language in the Official Gazette of Montenegro – International Contracts in January 2011. Amongst others, the following regulations and directive were part of that legislative package: - Regulation (EC) No 549/2004, - Regulation (EC) No 550/2004, - Regulation (EC) No 551/2004, - Regulation (EC) No 552/2004, - Commission Regulation (EC) No 1794/2006, - Commission Regulation (EC) No 2150/2005, - Commission Regulation (EC) No 633/2007, - Commission Regulation (EC) No 1033/2006, - Commission Regulation (EC) No 1032/2006, - Council Regulation (EC) No 219/2007, - Directive 2006/23/EC. Montenegro is currently working on transposition of the EU legislative material that was not included in amended Annex I. Introduction Chapter 14: Air Transport
