Major Changes from NCLB Adequate Yearly Progress and 100% proficiency - eliminated State ESEA waivers eliminated as of July 31, 2016 School Improvement Grants (SIG) eliminated Prescriptive school interventions - eliminated Role of Secretary of Education – greatly curtailed related to testing, evaluations and standards 3

Key Dates Authorization Period – Fiscal Years 2017-2020 2016 – Existing State Plans and Waivers go through July 31, 2016 2016 – United States Department of Education rulemaking process through October 2016 2017-2018 School Year – New State Plans and Accountability Systems must be in place 4

What is in ESSA? Standards Assessments Accountability 5

Standards States must adopt challenging academic content standards and aligned academic achievement standards which shall include not less than 3 levels of achievement. 6

Assessments Students must be assessed on Math and English/Language Arts in grades 3-8 grades and once in High School Science must be assessed once in Elementary, Middle and High School Authorizes the 1% regulation pertaining to assessment of students with significant cognitive disabilities. 7

Accountability Goals 1.Improved academic achievement on State Assessments 2.Graduation Rates 3.English language proficiency for English learners 8

Accountability The State defined index must include the following indicators: 1.Academic Indicators: Academic Achievement based on annual assessments and on State goals. A measure of student growth or other indicator for elementary and middle schools. Graduation rates English proficiency for English Language Learners 9

Accountability 2.Measure of school quality and student success. At least one measure of school quality or student success (ex. Student/educator engagement, access and completion of advanced course work, post secondary readiness, school climate and safety). 3.Participation 95% participation by all students and subgroups of students on State required assessments 10

Key Provisions for School Support States are required to identify: Bottom 5% of schools Under performing subgroups High Schools with low graduation rates below 67% State approves district improvement plans; sets goals and exit criteria School Improvement Grants will no longer be offered instead an increase of 7% of Title I money will be set aside to fund low performing schools 11

Key Funding Provisions Title I will not be impacted Title II changes the formula for distribution which should increase funding for smaller/rural districts. Maintenance of Effort provision continues at 90% 12
