We must make better use of the resources we have – like TELECARE!! We must start to look at the evidence from areas like North Yorkshire and realise the benefits of telecare!

8 8 © 2010 Tunstall Healthcare Group Ltd. South West’s Regional Use of Resources program At the ADASS South West Branch meeting on 26 March 2010 it was agreed that a key priority for adult care in the south west would be a regional collaboration on the Use of Resources agenda

South West’s Regional Use of Resources program Benefits of the use of resources programme will include: –Identification of efficiency gains, in the form of quick wins (including the realisation of cashable benefits) –Identification and implementation of the enhanced use of resources over the longer term, that will include the development and application of a benefits realisation plan –Identification of inter-authority, and broader regional opportunities, to deliver benefits realisation and maximise the use of resources –Effective knowledge transfer and peer support both within the 16 authorities in the south west, and across the region, and potentially nationally

North Yorkshire’s unique mainstreamed telecare approach BACKGROUND By 2020 there will be 50% more people over 65 54% more people with dementia If the general model of social care service provision remains the same, by 2020 NYCC will need: –3,420 more domiciliary care packages and –1,817 additional places in care homes –At a cost increase of £43m per annum in real terms by 2020

North Yorkshire’s unique mainstreamed telecare approach OUTCOMES Today, telecare is available for all individuals needing Adult and Community Services support as part of the range of mainstream personalised solutions to suit their individual circumstances 13,239 telecare users (March 2010)

North Yorkshire’s unique mainstreamed telecare approach EVALUATION In September 2008, an analysis of the service was carried out In every case, all 131, the care manager responsible was asked what package of care they would have commissioned had they not had access to the ‘telecare enhanced package of care’ now available to them These “traditional” care packages were priced up accordingly, giving the following results…

North Yorkshire’s unique mainstreamed telecare approach EVALUATION Net average efficiency was £3,600 per person pa, a 38% reduction in care costs In the first year of the programme NYCC has saved over £1 million that would otherwise have been spent on domiciliary or residential care *The principle financial accountant for NYCC audited this work in detail and confirmed the results.

North Yorkshire’s unique mainstreamed telecare approach EVALUATION This evaluation was carried out again in March/April 2009 in order to confirm these original finding The same process was followed as before Very similar results were found, the savings being 35%

North Yorkshire County Council success factors Strong leadership/vision and passion Clear 15 year commissioning plan Investment in telecare co-ordinators and equipment remains a priority Large rural county, multiple service providers - 7 districts working together in partnership Partnership with Tunstall – access to TSG (telehealthcare support group) Performance managed – part of supervision and appraisal Staff must consider telecare as part of the initial care package “Here in North Yorkshire we have proven the case for telecare. VIRTEx is a research project & Partnership between Tunstall Healthcare, Fold TeleCare, Housing 21, DigiTV and University of Sheffield Virtex is made possible by the Funding from the Government’s Technology Strategy Board as part of the Assisted Living Innovation Platform (ALIP) This project has been set up to address the challenges created by an ageing population and the growing number of people with long-term conditions

Project objectives People Help preserve social inclusion Promote self-care, healthier lifestyle and independent living by encouraging change in behaviour Relieve carer stress Care Delivery Build a virtual community of connected carers and care-recipients Help deliver flexible, community-based care Build on current best practice technology and services in Telecare and Telehealth Support assessment through in-context information provision Technology – applications Data-intensive services using higher-bandwidth infrastructure Care monitoring systems extended to include new devices around the home Combinations of remote connectivity and care services, hence Virtual Extra Care (VirtEx).

The context Extra Care is a popular form of supported housing with care available 24 hours a day but focusing on social wellbeing and the quality of life VirtEx aims to combine these twin benefits for people living alone in the community –Older people spend 9 years living with long term illnesses compared to 6 years in 1981 –0.5 million older people leave their homes only once a week –300,000 are housebound –2.6 million pensioners have signs of depression Isolation and loneliness is the biggest challenge for our ageing society

Sheffield university have carried out surveys, run focus groups etc to capture users inputs One of the main findings was that health monitoring is a priority –75% of respondents regarded self monitoring of their own health was important to maintain health The project is now entering the implementation phase 4 extra care sites have been chosen for trial
