BRIGHAM, Director, Healthy San Francisco Tangerine M. Brigham is Director of Healthy San Francisco Program and also serves a Deputy Director of Health with the San Francisco Department of Public Health. Ms. Brigham also oversees SF PATH, San Francisco’s Low Income Health Program. Ms. Brigham’s expertise crosses the health, housing and social service fields where she has worked on several initiatives in such issues as health care coverage expansion, home and community-based services and supportive housing. Prior to her current position, Ms. Brigham served as Community Health Program Officer for The San Francisco Foundation, Chief of Staff-Administrative Services for L.A. Care Health Plan, Director of the Corporation for Supportive Housing’s California program, and Director of Policy and Planning for the San Francisco Department of Public Health. She serves on several non-profit boards and advisory committees. She received her Master of Public Policy degree from the University of California at Berkeley and her Bachelor of Arts in Economics from the University of California at Los Angeles. HERB K. SCHULTZ, DIRECTOR, HEALTH AND HUMAN SERVICES (HHS), REGION IX Herb K. Schultz was appointed by President Obama in April 2010 to be the Regional Director of the U.S. Department of Health and Human Services (HHS), Region IX. He brings a wealth of experience from the public, private, and non-profit sectors. As Regional Director, he serves as HHS Secretary Kathleen Sebelius’ key representative in the Region, consisting of Arizona, California, Nevada, Hawaii, the Pacific territories, and three island nations that the U.S. Government has formal treaty relationships relating to Public Health. Mr. Schultz ensures that close contact is maintained by the federal government with federal, state, local, tribal, and territorial governmental officials on a wide range of health and social service issues. Additionally, he also works extensively with external, non-governmental individuals and organizations. He previously served as Senior Advisor to Governor Arnold Schwarzenegger from 2008- 2010 and Director of the California Recovery Task Force. Prior, he served as the Senior Health Policy Advisor to the Governor Schwarzenegger during California's 2006-2008 state debate on comprehensive health care reform. From 2005-2006, he served as Vice President of Government Programs for McKesson Health Solutions, where he oversaw the company’s disease management and nurse advice programs for Medicaid and Medicare beneficiaries. Mr. Schultz previously served as a member of former Gray Davis' Cabinet as head of California's Labor and Workforce Development Agency. Mr. Schultz received his BA in Political Science and International Studies from The American University in Washington, DC and has a Masters Degree in Public Policy from Georgetown University, also in Washington, DC. PROFESSOR BRADLEY W. JOONDEPH Professor Bradley W. Joondeph is a Law Professor at Santa Clara University and a well regarded author on the topics of federalism, judicial behavior, and American constitutional development. He has had extensive experience with the Supreme Court, having served as judicial clerk to the Honorable Sandra Day O’Connor. He also served as clerk for the Honorable Deanell Reece Tacha of the United States Court of Appeals for the Tenth Circuit. Prior to joining Santa Clara Law in 2000, Professor Joondeph was an associate professor at Washington University School of Law, a lecturer and head teaching fellow at Stanford Law, and an adjunct instructor at the University of Kansas School of Law. He also served as a research assistant on the Dr. Martin Luther King, Jr. Papers Project.
