Delivering Global Goals in human settlements and city regions by 2030 with data partnerships #roadmap2030 3 rd May 2016 WMO, Geneva Stephen Passmore Head of Platform Delivery

The Ecological Sequestration Trust UK Charity 2011 speed up and scale up transformative urban/rural development Operate in space between private, public, knowledge and civil society sectors Leading experts foster integrated systems thinking and collaborative approaches Develop tools and demonstrators to support implementation of post 2030 agenda

#roadmap2030 Enabling environment to create smart partnerships between national and municipal government, civil society, academia and the private sector How to implement the urban agenda Addresses 15 cross-cutting themes - integrated

15 Cross cutting themes ecosequestrust.org/roadmap2030 1.Financing, debt management and innovative funds 2.High quality data and statistics 3.Science and systems modelling to support collaboration 4.Economics 5.Disaster risk management, prevention and adaptation 6.Transparency and accountability 7.Policy, codes of practice, governance, procurement and capacity building 8.Land use planning, cadastre and housing 9.Ecology, soils, water and urban agriculture 10.Cultural heritage 11.Community participation, social mobilization and inclusion 12.Public awareness and education 13.Knowledge sharing 14.Co-design and co-production 15.Infrastructure transport

Some figures - #roadmap2030 “Urgent action is needed to mobilize, redirect and unlock the transformative power of trillions of dollars of private resources to deliver on sustainable development objectives” The world is spending $2.4tn annually on infrastructure for city-regions whereas the need is estimated to be $5tn Cities themselves generate around 80% of global GDP which is 80% of $78trillion i. e. $62trillion per year in 2014.

GEO, science and data community - #Roadmap2030 Establish Implementing Rules (IR) with national governments to create the infrastructure for spatial information to support all stakeholders Create national brokerage systems to enable access to and interoperability between a wide variety of data sources (including EO) and defined cataloguing and processing Use integrated systems models to enable all investments by public and private sector to be risk assessed against future scenarios which are predicted by data driven Earth systems models Enable ministries to work together with common data to speed up the development and upgrading of national economic and development plans and to enable integrated planning and design of national infrastructure for SDG implementation.

Implementation phasing - #roadmap2030 Deploying modern tools 1.Visibility and assessment – risks and opportunities for financing using data, science, modelling, existing policy and regulation frameworks, standards and practices 2.Scenario testing and decision making – viability of solutions testing for specific initiatives, infrastructure and service delivery will achieve require ESE-values 3.Verification and evidencing – demonstration of initiative effectiveness to improve human wellbeing, health and productivity – move towards living in balance with our resources, financial and physical 4.Scaling for urgent progression – putting correct methodologies and systems in place which take account of existing local circumstance to achieve the required change by 2030 1-3 years 2-4 years 3-5 years 4 - 15 years

Mexico city Declaration - EO fundamental for identifying and implementing solutions, monitoring progress and measuring impacts. are needed to assess, understand and predict how Earth resources are a basis for sustainable development critical role in evidence-based decision making for the benefit of humankind launch a GEO initiative to leverage Earth observations to support the implementation, monitoring and evaluation of the 2030 Global Goals for Sustainable Development.
