11 New Strategies to Increase Credential Rates in Workforce Programs The Issue There are over 10 million unemployed adults Many of them need skill upgrades or new credentials Workers with postsecondary credentials earn more and are more likely to keep their jobs Adults often do not complete postsecondary training – particularly if they’re required to complete remedial or developmental education before earning a credential

38 New Strategies to Increase Credential Rates in Workforce Programs Linking LearningCounts.org To Workforce Proposed partnership between the Aerospace Joint Apprenticeship Committee (AJAC) and South Seattle CC. –Designed to give college credit for learning gained from the apprenticeship and to validate the work sites. –LC.org will be incorporated into the model, and apprenticeship faculty member will be trained as an LC.org assessor. New Pathways to Careers project at South Seattle CC system funded by Mayor’s Office of Economic Development. Target sectors: health care, business technology, industrial manufacturing & international trade, transportation and logistics PLA is a major strategy in all of the sectors. 44 New Strategies to Increase Credential Rates in Workforce Programs Stipulations: Candidate must be accepted into a program of study included on Indiana’s list of WIA eligible training providers; PLA may only be sought for programs of study which lead to an associate degree or a credit-bearing, pre- baccalaureate occupational certificate; Any PLA credit sought must be applicable to the WIA participant’s program of study or general education curriculum; WIA funds may not be utilized for PLA in cases where there will be a cost associated with the transfer of credit from one institution to another. 44 Indiana’s Proposed PLA Policy
