3. Project Rules NO minimum hours requirement Routine work is not allowed Can not be of a commercial nature Can not be “solely” a fund raiser Can not be for the Boy Scouts of America – councils, districts, units, or properties

4. Project of the Year Level One – Leadership – Project Planning – Impact to Community – Originality Level Two – Effort of the project – Extent of Achievement Level Three – Scope of Work – Time and Materials
