2 Duties of LA Childcare Act 2006 placed statutory duties on Local Authorities including:   To secure sufficient childcare to enable parents to access employment/training   To improve outcomes for under 5s and reduce inequalities

3 Early years and childcare team   Early Years Advisory Teachers are linked to Children Centre areas and support the early years settings with implementation of the Early Years Foundation Stage curriculum.   They have a dual role and also act as Area SENCo for the settings, and are Integrated Assessment Coordinators

4 Early years and childcare team   Childcare Development workers work alongside early years and childcare settings to support with:   management and committee, quality of provision, recruitment, safeguarding signposting, pre and post Ofsted support.   Development of new provision

5 Early years and childcare team   Children and Young People’s Information Service   Southampton Information Directory- Children and Families and SEND Local Offer   Individual support/guidance   Brokerage

6 2 year old early education funding   Research shows that 2 year olds, especially from more deprived backgrounds, benefit from attending high quality early education (eg Sylva et al, Maisey et al).   Funding is available for eligible 2 year olds to access quality childcare   15 hours per week term time or 570 hours a year.   More information at: southampton.gov.uk/schools-learning/pre- school/2-year-olds.aspx

7 2 year old Early Education funding   40% of all 2 year olds are eligible (c 1,500 in Southampton)   this includes all looked after children- but only 17% are known to be in a setting   And families who meet free school meals’ criteria or whose income is up to £16,190   Online checker: cloudforedu.org.uk/oeye/southampton

8 2 year old funding eligibility  :  If the parent/carer is receiving:   Income Support   Income-based Jobseeker's Allowance   Income-related Employment and Support Allowance   Support under Part VI of the Immigration and Asylum Act 1999   The Guaranteed element of State Pension Credit (continued)

9 2 year old funding eligibility   Child Tax Credit, provided the parent is not entitled to Working Tax Credit and has an annual gross Income (as assessed by HM Revenue & Customs) of no more than £16,190   the guaranteed element of State Pension Credit   the Working Tax Credit 4-week run on (the payment you get when you stop qualifying for Working Tax Credit)   Universal Credit Income Support income-based Jobseeker’s Allowance (JSA) income-related Employment and Support Allowance (ESA) support through part 6 of the Immigration and Asylum Act Child Tax Credit and/or Working Tax Credit and have an annual income under £16,190 the guaranteed element of State Pension Credit the Working Tax Credit 4-week run on (the payment you get when you stop qualifying for Working Tax Credit) Universal Credit

10 3 and 4 year old early education   3 & 4 year old funding is universally available to all.   15 hours per week for 38 weeks per year or 570 hours a year.   Flexible options of taking this childcare in nearly all settings.   97% of 3 and 4 year olds attend

11 Early Education Types of childcare that free entitlement can be taken in:   Childminders   Pre-schools   Day nurseries   School based nursery class   Independent schools   Combination of settings

12 Early Education   All settings are registered with OfSTED as the regulatory body and are inspected by OfSTED.   High percentage of Southampton provision is judged as good or outstanding (87.1% overall)

13 What can you do?   Check that eligible 2 year olds and all 3 and 4 year olds are taking up their place.   CYPIS can help to find a place- or contact your local Children’s centre   Ensure where they attend is recorded on PARIS   Try to have supervised contacts at times where it doesn’t stop children attending their preschool place   PEPs for looked after children
