3 VCFL North East FOOTBALL OPERATIONS 2012 Football Operations Department/Manager “Core business” of a Club is Football and on field success is where we are judged (rightly or wrongly) How effectively do we manage our “core business”? What importance do we place on our Football Department? What structure can we adopt to better manage our club with the resources we have?

4 VCFL North East FOOTBALL OPERATIONS 2012 Football Operations Department/Manager Football Operations are reportable to the Committee Board/ Committee Portfolio & appointment (ideally not the coach) Responsible for: Liaison with the Committee Coach and Player Management Appointment process, Recruitment, Welfare, Transfer, Permits Team Management and Support Medical staff, insurance processes Rules and Judiciary

6 VCFL North East FOOTBALL OPERATIONS 2012 Transfer Regulations Only reasons to refuse a transfer are: 1)Under Contract 2)Owes Club Money 3)Owes Club Property -From 2012, if you reject a transfer, you need to substantiate with 72 hours or it will be reopened and approved -Lodge a Transfer, a club has 6 Business days to “deal” with the transfer before it becomes automatic Must retain the signed clearance application form and produce if required.

7 VCFL North East FOOTBALL OPERATIONS 2012 Disputed Transfer Communication with the player and the “other” club prior to seeking Appeal Area Appeal Process -Lodge an Intention to Appeal with VCFL Area Manager with 9 Days of last refusal -$250 non refundable, plus $500 refundable if deemed not frivolous -Written submissions to Area Appeals Committee VCFL Appeal Process -$2,500 non refundable, plus $3,000 refundable if deemed not frivolous

8 VCFL North East FOOTBALL OPERATIONS 2012 Permits and Area Agreements To access a player from another league, there must be an Area Agreement and you are required to attain written approval from the players registered club

9 VCFL North East FOOTBALL OPERATIONS 2012 Permits and Area Agreements All NE Area Agreements are located at: www.northeastareamanager.vcfl.com.auwww.northeastareamanager.vcfl.com.au MYTHBUSTER No such Permit as a verbal permits Hard Copy is required, not just on FootyWeb Ineligible player Penalties – loss of points for, loss of match and fine not less than $500

10 VCFL North East FOOTBALL OPERATIONS 2012 Coach Accreditation All coaches must be Level 1 Accredited in their first year. Coaches Course are held locally every year, March 25 th, 2012 in Shepparton Others available across the State -Leagues can impose monetary bonds on clubs with unaccredited coaches to attain accreditation by particular dates, if still not attained he/she can not coach – they become ineligible Trainers Accreditation All trainers should have First Aid training as clubs Risk management Recommend the VCFL Trainers Accreditation Program, specifically designed for football and is AFL endorsed

11 VCFL North East FOOTBALL OPERATIONS 2012 Player Contracts Can not Contract a player Under 18 years 2 way agreement between club and player VCFL provide a template Attain 2 Copies, players and Clubs copy Contracted players are your asset List management – sign required players early MYTHBUSTER No transfer fees apply, Major Leagues can’t “take” a contracted player State League club will over ride Community Clubs

12 VCFL North East FOOTBALL OPERATIONS 2012 Judiciary Reports, Investigations, Tribunals and Appeals Set Penalties still apply if offered New Regulations provide Reprimands as Set Penalties to all leagues in 2012 for specific charges only and excludes offences against umpires, kicking and Misconduct. Refer 2012 VCFL Handbook Pages 60-61

13 VCFL North East FOOTBALL OPERATIONS 2012 Judiciary Reports, Investigations, Tribunals and Appeals Tribunals are a new environment for most Advocates and players. Seek an advocate who knows the environment and processes of a tribunal. Refer Green section of VCFL Handbook for Tribunal Guidelines Each Tribunal will have its own characteristics, but have a framework provided VCFL provide Training for Advocates on request and where numbers allow Don’t base a players defense on technicalities to have the case “thrown out” Investigations Lodge request within 5 days, $500 security VCFL Investigation Officer will be in contact, complete investigation within 21 days I.O. has sufficient evidence, it shall be referred to a Tribunal – normal processes apply with hearing and appeals available to VCFL Appeal Board

14 VCFL North East FOOTBALL OPERATIONS 2012 Intention of this presentation is to have clubs understand the importance of a football department, the same way as a Finances department requires specific skills. Successful clubs create the right football environment and link that to other areas and objectives of the club. VCFL provide FOOTBALL OPERATIONS MANUAL which details PD’s, appointment processes, Injury recording and other specifics relevant to a structured Football Department.
